Council Minutes of 3/5/91 <br />recreational purposes. This will replace Council's authority to levy <br />an additional tax at a rate not exceeding seven-tenths (.7) of one mill. <br />This ordinance is a restructuring of the origins]. levy passed to fund <br />the Recreation Center and parks improvements. It will alloow the City to <br />lower the existing tax by .2 of one mill and spread the pay-off of the <br />improvements over a 20-year period. Also, at last month's meeting, <br />Director Burns announced that boryds could be sold at 4.81, which makes <br />it adwantageous to the City to go to bonding at this time. <br />The Cornnittee concurs with the proposal and asks for passage. <br />c. The tentative schedule of meetings to discuss appropriations is as <br />follows: Thursday, March 7 at 8 p.m.; Monday, March 11 at 8 p.m.; <br />Wednesday, March 13 at 8 p.m.; Moxx~ay, March 18 at 8 p.m. The Directors <br />have been very helpful in supplying information to the Committee as to <br />the rationale of their requests. <br />d. The organizational chart was discussed and it was agreed to have the <br />ordinance introduced and placed back in Comaittee. <br />e. The Fire Station renovation/rebuilding was discussed. The <br />Administration is in the process of interviewing architects for <br />preliminary studies. <br />Audience Participation <br />None <br />LEGISLATION <br />Resolution No. 91-15 introduced by Mr. Tallon was given its third <br />reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for 50,000 gallons of sodium aluminate for use by the <br />North Olmsted Wastewater Treatment Facilities Plant, and declaring an <br />emergency. Mr. Tallon tmved for adoption; second by Mrs. Saringer; <br />passed unanimously. Resolution No. 91-15 adopted, <br />Resolution No. 91-17 introduced by Mrs. Saringer was given its third <br />reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for the construction of the sanitary sewer <br />rehabilitation, Phase B-1991, improv~nents at various locations in the <br />City of North Olmsted, and declaring an emergency. Mrs. Saringer moved <br />for adoption; secorxi by Mrs. Babas; passed unanimously. Resolution No. <br />91-17 adopted. <br />Ordinance No. 91-30 introduced by Mr. O'Grady was given its third <br />reading. An ordinance amending Section 549.10 of the Codified <br />Ordinances of the City of North Olmsted entitled "Discharging Firearms", <br />and declaring an emergency. Mr. Nashar moved for adoption; second by <br />Mrs. Babas; passed unanimously. Ordinance No. 91-30 adopted. <br />4 <br />
