Council Minutes of 3/5/91 <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development <br />Committee, reported: 1) The BZD Committee met on February' 25. In <br />attendance were Committee members, Building .Commissioner Conway, City <br />Engineer Diechmann, Assistant Law Director Dubelko, Perso=mel and <br />Administrative Director Wilamosky, Councilman McKay, aaxi Planning <br />Comnissic~ member Skoulis. Chapters 1133 to 113$ of the prapased Zoning <br />Code were reviewed. A major change was made in Section 1133.07 by <br />adding a Section D--Mixed Use; also there were several charges to <br />Section 1135.02. (A complete list of changes will be attached to these <br />minutes for Council's information) <br />2) The next BZD meeting on the Zoning Code will be March 12 at 6:30 <br />p.m.; the regular BZD meeting will be Wednesday, March 13 at 7:30 p.m. <br />Mr. McKay, Chairperson of the EazvironMntal Control Committee reported: <br />1) The West Shore Solid Waste Committee met on February 20 at Rocky <br />River City Hall. Bids on the material recycling building were discussed; <br />these will be completed by February 28. At its meeting oai March 13, the <br />Committee will review the bids and select those to be recomMnded to the <br />West Shore communities. <br />2) The Committee also discussed the possible structuring of user's fees. <br />However, since three communities are not interested in user's fees, the <br />plan was tabled. <br />3) Reappointments and new appointments to the Committee will take place <br />in April. Also at the April Meting, the Committee will set its new <br />objectives for the year and the Chairman and Vice Chairman will be <br />elected. <br />4) The Committee is sponsoring a booth at the Home and Flower Show and <br />is distributing a pamphlet entitled, "The West Shore ComMni.ties for <br />the Environment". <br />Mr. Nashar reported for Mr. O'Grady, Chairperson of the Public Safety, <br />Health and Welfare Committee: 1) Moved Council agree to tY~e transfer of <br />a liquor license for the Sly Fox Lounge currently located at 25857 <br />Brookpark Road, Unit 2 to a new location at 4755 Great Northern <br />Boulevard; second by Mr. Tallon, passed tmarumously. <br />Mr. Tallon, Chairperson of the Finance Committee reported: 1) The <br />Finance Committee met on Monday, March 4, at 8:30 p.m. In attendance <br />were the following: Committee metmbers Saringer and Tallon; Councilman. <br />Nashar; Mayor Boyle; Finance Director Burns; Directors Bohlmarui and <br />Wilamosky. The following items were on the agenda: <br />a. The agreement between North Olmsted and Fairview regarding capital <br />charges for sewer improvements. The Committee concurs with this <br />agreement and supports passage of the legislation. <br />b. Ordinance 91-46, which will be submitted to the voters on May 7, <br />calling for an amendment to Section 8 of Article VIII of the City <br />Charter. This amendment will authorize Council to levy arnn.ally, <br />,;: without a further vote of the people, an additional tax at a rate not <br />exceeding one-half (.5) of ore mill to provide funds for municipal <br />3 <br />,., <br />,g,~~.,.a,.,.. <br />
