Council Minutes of 3/5/91 <br />Mayor Boyle reported: I) A good deal of work has gone into three pieces <br />of legislation that are before Council this evening: appropriations, <br />the organizational chart, and the recreational tax millage. <br />2) We are currently in the process of studying how future development of <br />the City will impact the renovation/reb~ai.lding of the Fire Stations. <br />3) The Board of Control has moved several contracts bid tsy the West <br />Shore Council of Governments. This method has proven successful. in the <br />past and has allowed us to lower costs. Because of these good results, <br />we will put the program into full-scale use this year with the hope of <br />reducing costs even further. <br />4) The Board of Control has approved a motion calling for p~reaentation <br />to the Board, for its approval, of chax~e orders that are lOX above an <br />originally approved base bid. <br />5) The newly elected officers of the Ccx~munity Improvement Corporation <br />are: President, Ed Boyle; Vice President, Don l~whouse; Secretary/ <br />Treasurer, Nancy Wlodarski. Also, the Bylaws were amended to allow the <br />President of the Chamber of Commerce, or his/her appointee, to sit on <br />the CIC. The appointment is subject to the approval of the CIC. This <br />action will hopefully cause a closer link to the business coss~un~.ty and <br />allow the CIC to benefit from input by the business co~nrnanity. <br />Law Director Gareau reported: 1) The Board of Liquor Control has <br />granted our request that the Star Lovmge be denied its liquor license <br />renewal. The hearing officer not only took into consideration the noise <br />level that also the fact that drugs were wing use at that location. <br />The owners do have the right of appeal and will probably exercise that <br />right. <br />2) Today, the Clark Oil case was argued in the Eighth Appellate <br />District. This is an old case that has to do with a 46 foot variance <br />that had been granted lry the Board of Zoning Appeals but was left to <br />expire by Clark Oil. When resutxnitted, the request was denied. This <br />request does not seem to be in the spirit of the Zoning Code and would <br />set an undesirable precedent. This case should be pursued to the <br />Supreme Court if necessary. <br />Mr. Nashar asked taw much time the Star Lounge had to appeal this <br />decision; Mr. Gareau replied that they had 30 days. Mrs. Bahas asked <br />if the Star Lounge could operate during the appeal process; Mr. Gareau <br />said they could. <br />Finance Director Burns reported: 1) Ordinance No. 91-47, which is on <br />first reading tonight, will authorize the Mayor to sign the Fairview <br />past capital improvement contract. Particulars of the contract are: it <br />will run from January 1, 1991 through January 1, 2006; it will generate <br />$770,306; it covers improvements that were made in 1972 and 1982. The <br />money to be received is divided into two categories: 1) Fairview's <br />pro-rated share of the future debt service of the capital improvements <br />which will go to the Bond-Sewer Debt Retirement Fund; 2) Fairvew's <br />pro-rated share of prior debt service which will be placed in a new fund <br />called the Sewer Capital Improvement Fund.
