MINUTES OF THE MEETII~ OF THE COUI~IL
OF THE CITY OF NORTH OLMSTID
FEBRUARY 19, 1991
Present: Council Fresident Boehmer, Council Members Babas, McKay,
Nashar, Beringer, Tallon.
Also Present: Mayor Edward Boyle, Law Director Michael Gareau, Finance
Director James Burns, Clerk of Council Barbara Semen.
Absent: Council Members Leonard and O'Grady.
President Boehmer called the meeting to order at 8 p.m. in Council
Chambers, 5200 Dover Center Road, North Olmsted, OH.
Members of the audience were invited to join Council in reciting the
Pledge of Allegiance to the Flag.
Minutes of the meeting of February 6, 1991 were approved as written.
President Boehmer announced that Ordinance No. 91-45 would be removed
from the agenda.
Mayor Boyle presented a proclamation to Dr. Arthur Moore who completed a
257 mile run to Cincinnati to raise money for the homeless of Ohio.
February 20, 1991 was proclaimed "Dr. Arthur Moore Day" in recognition
of Dr. Moore's efforts for the homeless. Dr. Moore was recognized by
Council, the Administration, and the audience.
Mr. Ron Stuart, Director of the Northeast Ohio Coalition for the
Homeless, also thanked Dr. Moore for his efforts. Mr. Stuart explained
that the three main objectives of NEOCH are: 1. Providing education to
the ca~nuiity about homelessr~ss; 2. Providing advocacy on behalf of
homeless people; 3. Giving technical assistance to 50 agencies that
provide services to the homeless.
Mayor Boyle reported: 1) The East Ohio Gas Co. has amplified its energy
assistance progrmn and has provided written guides to our Human
Resources Department. Residents with problems relating to payment
plans, special services, weath+erization, and the hone energy assistance
program can receive help by calling Don Copeland's office.
2) Valvoline, which just opened a new store in North Olmsted, will
accept used motor oil from area residents who do their own work. They
will take the oil, transport it to a refinery, and have it re-refined
into motor oil. This is a savings of our environment and our energy
costs of refining oil.
3) Sent a copy of Resolution No. 91-36, which calls for the improvement
of Walter Road, to the administration of Westlake. Hopefully, Westlake
will join North Olmsted and the County is repairing all of Walter Road
from Center Ridge to Lorain Road. This would be in the best interests
of the entire area.
1
