Council Minutes of 2/19/91 <br />4) On February 14, we held a meeting of testing agencies for our Police <br />and Fire Departments. An invitation had been extended to surrounding <br />communities to participate, and representatives from Bay Village, <br />Fairview, Olmsted Falls, Rocky River, East Cleveland, Lakewood, Parma, <br />and Westlake attended. The meeting, conducted by Civil Service Chairman <br />Robert Wendt, was quite successful. <br />5) Our new program of in-house training for our Police Department has <br />been quite successful. Because of our participation in this program, <br />our insurance carrier has sent us a rebate of $1,985 on our liability <br />insurance. The program may soon be extender to the Fire Department. <br />6) Last week the Planning Comtni.ssion and the BZA met with meters of the <br />Administration to discuss the Master Plan. It was reced that a <br />member of Council be appointed to attend the meetings. <br />7) The appropriations ordinance is being prepared and will be put in the <br />mails to Council later this week. <br />8) Council will also receive legislation on a Charter Amendment which <br />will go before the voters on May 7. This Charter Amendment will reduce <br />the outside recreation millage from .7 to .5. In May, 1989, the City <br />voted for a Charter Amendment raising the outside millage 2.7 for a ten- <br />year period. Council will be asked to consider reducing that from .7 to <br />.5 and eliminating the ten-year period. By eliminating the ten-year <br />period, we are in a position of bonding this aver a twenty year period, <br />which is the life expectancy of the improvement. It is fiscally sound <br />to allocate the cost of a major capital improvement over the life <br />expectancy of that improvement. <br />Law Director Gareau reported: 1) A hearing was held in the Court of <br />Appeals regarding the taking of evidence in the Cater case. The Court <br />has concluded that because certain areas could not be agreed upon, a <br />referee would be appointed to take evidence. Both parties have been <br />ordered to place $500 with t~ Clerk of Courts to cover costs. <br />2) A brief has been filed with the Supreme Court in the firefighter's <br />case, Smith vs. the City of North Olmsted. <br />Finance Director Burns reported: 1) With regard to the renewal of <br />$3,040,000 notes, the existing notes carry interest rates in the area <br />of 62%; the new notes will be bearing interest at the rate of 4.85%. <br />2) The subpoena program for the Regional Income Tax will run through <br />this week. We will issue a report on funds collected through this <br />program. Also, we will begin pursuing those people who are delinquent. <br />3) We have received the finalized. version of the Fairview past capital <br />improvement contract; this will be reviewed and presented to Council. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development <br />Committee reported: 1) The BZD Committee met on February 11 to review <br />the proposed Zoning Code. Tn attendance were Council Members <br />Saringer, McKay, Nashar, Tallon; the Building Commissioner; Engineer <br />Diechmann; Mr. Skoulis from the Plaming Canmission. Chapters 1113 to <br />1127 were covered; and the comments from the Planning Conmission, City <br />Engineer, and Building Commissioner were considered. There were <br />approximately nine changes; many of the changes were typographical <br />errors. <br />2 <br />.. ~ <br />
