<br />MINUTES OF Tf~ MEETING OF Tf~ COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />DECEMBER 15, 1992 <br />Present: Council President Boeh~ner, Council Members Bahas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Council President Boehmer called the meeting to order at 8:00 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of December 1, 1992 were approved as written. <br />Mr. Boehmer welcomed Cub Scout Pack 332 from St. Richard's Church. <br />Mr. Boehmer announced that the following ordinances would be passed under <br />suspension of the rules: 92-170, 92-172, 92-174, 92-175, 92-181. <br />Mayor Boyle reported: 1) RTA will hold their formal budgetary hearing ~ Monday, <br />January 4. At that tim`, they will announce service reductions and cuts acid will <br />hear public debate on the proposed rate increase. NOMBL has already made some <br />suggestions for reductions. However, Mr. Tober could not promise that these <br />would be the only reductions until the entire budget is examined. The reductions <br />in service that were made earlier this year will be taken into consideration. <br />2) Issue 2 money has been awarded, and North Olmsted will receive a 20-year <br />interest free loan in the amount of $2,758,204. The money is earn~arked for <br />improvements to the Wastewater Treatment Plant and will allow the city to move up <br />the timetable on the capital improvement project at the plant. <br />3) A special Council meeting will probably be called for Monday, December 28. At <br />that time, an executive session will be held to discuss land acqui.sitian. <br />4) There is a possibility that the city will receive another $2 million in Issue 2 <br />money for our sanitary sewer line project. Although this request did not make the <br />first list of grants, it is on the alternate list for consideration if money is <br />available from prior awards or from non-use by other c~nmunities. <br />Law Director Gareau reported: 1) An agreement could not be reached on the Smith <br />firefighter case that had been remanded back to the Court of Appeals. We have <br />been asked to submit a brief regarding whether or not the time served in the <br />National Guard by Capt. Smith would have been credited towards his vacation. It <br />is our opinion that no vacation time is warranted, and it is important to support <br />this position in the brief since two other employees can be effected by the <br />decision of the court. <br />2) A pre-trial was held on the Halleen case with regard to the dem7lition of <br />Partner's Lounge and the extension of their truck lot. The court has encouraged <br />the city to work with Halleen to formulate a revised plan. Halleen has submitted <br />
