s ~ <br />Council Minutes of 12/15/92 <br />a revised plan, but it is essentially the same as previously presented to the <br />Board of Zoning Appeals. This plan will be formally submitted to the BZA at its <br />next meeting; however, this will probably have to be reviewed by the Planning <br />Commission to determine how the plan blends with the existing lot. <br />3) The appropriations case far the fire station was filed this week. <br />4) The city is currently being threat~d with litigation concerning the peddlers/ <br />solicitors ordinance. Our current ordinance declares door-to-door solicitation to <br />be a nuisance. Businesses would like to be able to make door-to-door calls until <br />9 p.m. This issue will probably be the challenge for 1993 in the court system. <br />Finance Director Burns reported: 1) A letter of authorization has been sent to <br />the Regional Income Tax Agency to begin the filing of civil actions against <br />delinquent tax payers. <br />2) The fringe benefit rate established in the Regional Transit Authority contract <br />is 29%; the city's rate is 32X. Historically,. the RTA has run approximately the <br />same percentage rate as ours. The discrepancy seems to be caused by the self- <br />insured hospitalization programs. The city program is funded by expected losses <br />whereas the RTA program is fiuided. by actual claims made. Currently, we are <br />looking at the possibility of an t to the contract for 1992 to establish a <br />specific definition of what items constitute the figures used for the comparisons <br />between percentages. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The cafimittee met on <br />December 8. In attendance were committee members Beringer, Leonard, Lind; PSsyor <br />Boyle; Finance Director Burns; Personnel & Administrative Director Wilamosky; <br />Service Director Bohlmarm; Council President BoeYmier; Council Members Musal and <br />Nashar. Agenda items were as follows: <br />a. Ordinance 92-173 which establishes health care benefits for non-bargaining <br />employees. This legislation will bring the remainder of the city employees into <br />line with the bargaining units' health care costs. The committee approved the <br />ordinance and recotmbended passage. <br />b. Ordinance 92-167 which approves and authorizes an agreement with the North <br />Olmsted City School District. This agreement provides for the sharing of <br />municipal income tax revenues, thereby off-setting some of the loss of property <br />tax revenues relating to the Moen project. This sharing was one of the features <br />in the enterprise zone package passed earlier this year. The committee <br />recommended approval. <br />c. Ordinance 92-170 which is an appropriation ordinance for the first quarter of <br />next year. The amended ordinance has been approved by the majority of the <br />committee. In a minority report, Mr. Lind stated he felt that the line item <br />relating to data processing staff funding should not have been removed until the <br />entire Council had an opportunity to review the data processing proposal. <br />Mrs. Bahas, Chairperson of the Long-Range Planning Committee, reported: 1) On <br />December 10, Hunan Resources Director Copelar~i, representatives from the Community <br />Development Black Grant Program, a~i Mfrs. Bahas met with eight guests at a public <br />hearing. The qualifications and criteria for the CDBG program were discussed. We <br />are currently in the second half of tree program for acquisition of land for senior <br />housing, and this will be the recocnded project for this year. The Long-Range <br />Planning Committee will meet far a further discussion and up-date of this project <br />on January 11. <br />2 <br /> <br />
