MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVIIrIBER 17, 1992 <br />Present: Council President Boehmer, Council Members Lind, McKay, Nashar, <br />Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Absent: Council Members Babas, Leonard, Musial <br />Council President Boehmer called the meeting to order at 8:05 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of November 4, 1992 were approved as written. <br />President Boehmer announced that a public hearing would be held on January 5, <br />1993 with regard to Ordinance No. 92-102. Also, Ordinances 92-151 and 92-152 <br />would be removed from the agenda. <br />Mayor Boyle presented a proclamation to School Superintendent Dr. Allen, School <br />Board President Claire Hayes, and Teachers' Union President Dan Mahar. The <br />proclamation recognized American Education Week which will be celebrated from <br />November 15 through November 21. On behalf of the entire c~mmity, Mayor Boyle <br />extended appreciation and continued support for the high quality of education <br />provided by our city schools. Mrs. Hayes expressed thanks for the proclamation <br />and for the high level of support extended by the comrnanity. <br />Mayor Boyle reported: l) Has requested legislation for payroll deductions of <br />non-bargaining unit loyees to offset the cost of l~spitalization. The <br />effective date will be January 1, 1993. The plan will be basically the .same as <br />that of the bargaining units which calls for a reimbursement in July if the <br />average cost falls below a certain level. <br />2) The City of North Ridgeville has informed North Olmsted that a company, Q <br />Panel, currently located in Westlake would like to relocate on the eastern border <br />of North Ridgeville and the western border of North Olmsted. The copy would <br />like to tap into North Olmsted's sewer system. Talks with Mayor Armbruster have <br />been on-going for quite soane time. However, it should be rioted that North <br />Olmsted handles the treatment of sewage for the benefit of our residents arxi our <br />resident businesses. This issue would seem to be beyond our normal scope. <br />3) Legislation has been requested which will initiate a recycling program for <br />multi-family units. The city has been working with Browning-Ferris to determine <br />the best method of recycling. The plan, which will be presented to Council soon, <br />should include the following points: (a) the multi-family units must show proof <br />that recycling is taking place; (b) the cost be within the area of the single- <br />family recycling cost; (c) the city should make payment directly to the hauler. <br />
