Council Minutes of 11/17/92 <br />The Cuyahoga County Plarniing Commission will spend $20,000 on a four-~month pilot <br />program to test the most efficient ways of recycling various types of mult- <br />family units. Although North Olmsted will not wait to begin the multi-family <br />recycling program, it could be sometime later in 1993. <br />4) Since 1990, the city has been engaged in an aggressive program of reducing <br />worker's compensation claims and coats. In the years 1987, 1988 and 1989, the <br />city incurred $380,384 in medical exgensea related to worker's compensation. In <br />the years 1990, 1991 aril the ten months of 1992, the city has incurred a cost of <br />$46,573. This is primarily General Fund ~y which will work its way into <br />Recreation, Bus, and. Wastewater Treatment Plant needs. <br />5) The Recreation Department has received an ward of $500 in merchandise donated <br />by General Motors and Spaulding Athletic Equip~t. This reward, which was a <br />direct result of Recreation Commissioner Fattlar's attendance at the latest <br />National Recreation anti Parks Association conference, will benefit our youth <br />sport teams, primarily softball. <br />6) Through a grant from A~DAGA, our pars-transit program has received a new van. <br />This vehicle is po~rered by compressed natural gas and will be observed by the <br />city anti RTA as an alternate fuel source. In addition to being better for the <br />environment, the majority of .all natural gas is produced in the United States. <br />The use of compressed natural. gas or liquefied natural gas riot Drily helps the <br />ertviror~coent but also helps the local arxi nations]. economy. <br />7) The County Planning Cc~mmi.ssion has approved Hunter's Ridge subdivision, Phase <br />I, in Olmsted Township. This project, which is located off McKenzie Road, will <br />include 4 streets aryd 81 lots. The plans call for the sanitary sewage to go off <br />onto McKenzie. According to Mr. Benza, who was the City Engineer in the 1980'x, <br />the McKenzie Road tr ssiarl limes were at capacity at the time a development <br />of multi-family units. were milt some years ago. Mayor Boyle voted "no" on the <br />proposal; however, the resolution did not. provide that North 03.msted approve it. <br />It should also be noted that the plans call for two more phases of equal size. <br />8) Some months ago, Cuyahoga County Planning Commission pasted an "export fee" on <br />solid waste. The proposal has passed. the Ohio House by a vote of 95 to 0; <br />however, it is now cm bald in a Senate committee chaired by Mr. Sut~adoln.k. 'The <br />County Plarming Ca~ssan .has instructed Commissioner Petro to make the Senate <br />aware of their discontent on the lack of ogress with this issue. Also, he will <br />advise the Ohio Senate that Cuyaht~a County would possibly and probably use <br />eminent domain to take aver all tra~fer stations in the county arid. would fund <br />the recycling efforts of the county through fees for use of these stations. <br />Because everybody would have to go through those transfer stations, our costs <br />would increase also. However, if the funds are not raised by this method, the <br />surcharge will probably be i~cress~i. <br />9) Mayor Boyle aril Council President Boehm~er will be attending the National <br />League of Cities conference from November 27 through December 3. <br />10) The city Christmas Tree Lighting Ceremony will take place an Thursday, <br />December 3 at 7:30 p.m. Everyone is invited to take part in the festivities. <br />Mr. Nashar asked for further clarification on the proposed. tap-in of Hunter's <br />Ridge. Mayor Boyle said that the sew~-r map snows larger pipes at Southern <br />Avenue and those pipes are currently being tracked to see what other flows are <br />going in.
