Council Minutes of 11/17/92 <br />Mr. T.imi, Chairperson of the Finance Committee, reported: 1) The committee met <br />on November 5. In attendance were. Mayor Boyle, Persom~l & Admini.atrative <br />Director Wilamosky, Safety Director Ckindy, Finance Director Burns, Service <br />Director Bohlmarm, Recreation Coaatnit3sioner Fattlar, Fire Chief Osterhouse and <br />Council Members McKay, Muriel, Leonard, Beringer, Lind. Ager~a items were as <br />follows: <br />a. Resolutions 92-143, 144, 145, 146, 147, 154 which were all resolutions <br />authorizing the Director of Public Service to advertise for bids for various. <br />projects throughout the city. The committee recdmended approval on all these <br />resolutions. <br />b. Resolution 92-156 which authorizes the Director of Public Safety to advertise <br />for bids for the repair anti refurbishing of a 15 year old fire truck and to <br />further advertise for bids for the purchase of a new pumper fire truck. Quotes <br />ranging from $40,000 to $95,000 have been received for repairs. to the old fire <br />truck. The repairs would take approximately 90 to 120 days. A raew truck will <br />cost $180,000 to $200,000 airl delivery would be made in 4 to 6 mr~nths. The <br />committee approved the resolution as it stands with the hope that a new truck can <br />be purchased in the future. <br />c. Ordinance 92-136 which approves the AFSCME contract. Mr. Bow gave a <br />lengthy presentation. Soave of the highlights are as follows: it is a three year <br />contract with an annual wage increase of 4~X, which is basically cxmsiste~t with <br />our neighboring commnmities; it contains language to help curb the abuse of sick <br />leave; it establishes employee contribution levels for medical coverage; it <br />establishes requirements for Service Department employees to have a commercial <br />driver's license; it provides for tool insurance for the mechanics. It should be <br />noted that a Federal mediator was called in to help with negotiations. <br />Mayor Boyle clarified the provisions of Resolution 92-156 which allows the choice <br />of refurbishing the old ptampex fire truck or purchasing a new one if the repair <br />costs are prohibitive. <br />Mr. McKay reported for the Transportation Comni.ttee oaz behalf of Mr. Leonard, the <br />Chairperson: 1) The coaami.ttee met on Wednesday November 5 to discuss Ordinance <br />92-155. This ordinance deals with the granting of an easement for traffic control <br />equipment oaz the property of Harmers Investment Limited Partnership at the corner <br />of Lorain Road and Country Club Boulevard. The Partnership is in agreement with <br />this easement, and the camiittee recommended passage. <br />No Audience Participation <br />LEGISLATION <br />Ordinance No. 92-136 introduced by Mayor Boyle was. given its third reading. An <br />ordinance authorizing the Mayor to enter into an agreement with Ohio Council 8 <br />and Local X62681 of the American F~eration of State, County acui Huni.cipal <br />Employees, covering Service at~d Waste Water Treatment Plant employees, and <br />declaring an emergency. Mr. McKay moved for adoption; second by Mr. Lind; motion <br />passed ,ma,,;mously with four votes. Ordinance No. 92-136 adopted without the <br />emergency clause. <br />5 <br />;, <br />
