Council Minutes of 11/17/92 <br />creating hazards for citizens. We discussed the concept that because North <br />Olmsted was addressing long-standing infrastructure problems, we are actually in <br />a sounder position than Frost cities. Through follow-up questions from I~ody's <br />representative, it does seen that she is trying to substantiate the city's <br />argument. Although we are nDt cash-°wse better off than two years ago, we as a <br />city are better off financially for the future as we take on the debt service for <br />the bond issues. One Frojor factor which was helpful in msk:ng our point is that <br />the funding sources for the y that we've borrowed has been established <br />set aside so that the debt service for these bonds will rat be paid out of the <br />General fund. <br />Mrs. Beringer, Chairperson of the Building, Zcmng and Development Committee, <br />reported: 1) The committee met on November 12 with Building CamF~issioner Conway, <br />Assistant Engineer MrlDermott, and Council Members Nashar and. Beringer in <br />attendance. The following ager~3a items were discussed: <br />a. A minor lighting change at the Velvet Touch Car Wash which was presented by <br />Mr. Leonard Warren. The committee had no objections as long as the ARB approves. <br />b. Additional fencing at Corso's Restaurant, 29691 Lorain Road, to which the <br />committee had no objection. <br />c. A proposed drive-through for Long John Silver's Restaurant, 25482 Lorain <br />Road. This was approved by Planning Commission on October 27 and by ARB on <br />October 22; BZD Committee had no objections.. Mrs. Beringer FFlovf_°d to approve the <br />drive-through at Long John Silver's Restaurant with the recomFF~ndations of the <br />Planning CoFamission anti the ARB; second by Mr. Nashar; Frotion passed unanimously. <br />d. Ordinances 92-102 and 92-103 which deal with new lighting regulations. A <br />public hearing on Ordinance 92-102 will be held at 7 p.m. on Jarn~ary 5. <br />e. Ordinance 92-58 which deals with the storage of recreational vehicles. <br />Council's input is requested on this issue. There is a possibility that a public <br />hearing will be held to get citizen input before any further changes are made. <br />f. Ordinance 92-148 which deals with the dedication of a portion of Cambridge <br />Crossings Estates. Mrs. Saringer moved that Council accept this dedication; <br />second by Mr. Nashar; motion passed unanimously. <br />g. Ordinance 92-157 which accepts an easement for the installation and main- <br />tenance of a water line for the purpose of supply water service by the City of <br />Cleveland to land owned by the North Olmsted Golf Course aril the Shore West <br />Construction Company. The committee had no objections. Mrs. Beringer moved that <br />Council reco~nmexxi the approval of the easement (legislation will be approved at a <br />later date); second by Mr. Nashar; motion passed unanimously. <br />h. Ordinance 92-158 which accepts an easement for the installation and main- <br />tenance of a water line for land awned by Rennie Homes. The cc~emittee had no <br />objections. Mrs. Beringer moved that Council recomYmer~d the approval of the ease- <br />'~ ment (legislation will be approved at a later date); second by Mr. Nashar; motion <br />passed unanimously. <br />4 <br />
