MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />OCTOBER 20, 1992 <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Clerk of Council Barbara Seman <br />Council President Boehmer called the meeting to order at 8:01 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />The Pledge of Allegiance was led by Eagle Scout Jamie Hauser. <br />The minutes of the meeting of October 6, 1992 were approved as written. <br />LEGISLATION <br />Resolution No. 92-150 was introduced by Mayor Boyle on behalf of himself and <br />all of Council and given its first reading. A resolution co~r~mending the achieve- <br />ment by Jamie Hauser of the Eagle Scout Award in Boy Scouting. (The resolution <br />was read in its entirety) Mrs. Saringer moved for suspension of the rules <br />requiring three readings and committee review; second by Mr. Lind; motion passed <br />unanimously. Mrs. Saringer moved for adoption; second by Mr. Lind; motion passed <br />unanimously. Resolution No. 92-150 adopted. Jamie was presented with the <br />resolution, and Council congratulated him on his accomplishments. <br />Mayor Boyle presented Jamie Hauser with a proclamation commending and congratula- <br />ting him on behalf of the entire community for his accomplishment in receiving <br />the Eagle Scout Award. Jamie was recognized by all present. <br />President Boehmer announced that Resolution 92-134, Resolution 92-142 and <br />Resolution 92-149 would be passed under suspension of the rules; also Resolution <br />92-135 had been added to the agenda and Ordinance 92-131 had been removed. <br />Mayor Boyle reported: 1) On October 7, met with Congresswoman Mary Rose Oskar, <br />County Engineer Tom Neff and the Ohio Department of Transportation to discuss <br />several alternatives in planning and financing for both sides of Lorain Road with <br />regard to the Crocker/Stearns extension. Discussion concerned the possibility of <br />this project becoming a pilot program with funding by the Federal Government. <br />2) Have met with Malcolm Pirnie to discuss plans for up-grading the Waste Water <br />Treatment Plant. The work that has been done during the past several years has <br />brought the capacity down from close to 100% to 75%. According to Malcolm <br />Pirnie, there are different ways of operating the plant which will improve <br />capacity. This plant is a 7 million gallon plant, which refers to the amount of <br />sanitary flow into the river per day. If we address the treatment of the waste, <br />we can lower the percentage of the 7 million gallons. Our long-range plans will <br />not only protect Rocky River but possibly lower future raises in the sewer rates. <br />
