Council Minutes of 9/15/92 <br />Since the resolution is currently on second reading, the residents were told to <br />notify Council of their decision by the next meeting of Tuesday, October 6, 1992. <br />The Finance Committee agreed to reco~nend passage of the resolution with the <br />stipulation that it be tabled if the residents should decide to retain the land. <br />b. Ordinance 92127, a transfer ordinance. Sc of the major features are a <br />$23,000 appropriation for economic development work performed by Arter & Ftadden <br />on the enterprise zone; $27,000 for equipment and service contracts; $107,000 in <br />retirement, vacation and sick pay resulting from recent contract negotiations; <br />$21,000 in Drug and Law Enforcement for the purchase of 9mm handguns. The amount <br />in the Drug and Law Enforcement Fund will be offset by anticipated increases in <br />receipts in this fund. All other amcremts are exactly offset by $175,000 which i.s <br />being transferred from the Bus Fund. The committee recommended passage of this <br />legislation. <br />Mr. Musial, Chairperson of the Recreation Committee, reported:. 1) The Recreation <br />Commission has formed an interne]. committee to develop a 5-year strategic capital <br />improvement plan. Upon their review and approval, it will be submitted to the <br />Recreation Committee of Council far consideration and eventual submission to the <br />Administration for review and inclusion in the budget. <br />No Audience Participation <br />LEGISLATION <br />Or finance No. 92-88 introduced by Mr. Nashar was given its third reading. An <br />ordinance authorizing and. directing the Mayor of the City of North Olmsted to <br />enter into an agreement with Western Reserve Engineering & Surveying Company to <br />provide engineering services for paving and drainage improvements in the Deer- <br />field subdivision. Mr. Nashar moved for adoption; second by Mrs. Beringer; <br />motion passed unanimously. Ordinance No. 92-88 adopted. <br />Ordinance No. 92-104 introduced by Mr. Leonard was given its third reading. An <br />ordinance amending Section 5 of Ordinance Number 92-23 providing for a new salary <br />range for the office of the Clerk of Council. Mr. Leonard moved for adoption; <br />second by Mrs. Bahas. Roll call: Leonard, yes; Bahas, yes; Beringer, yes; <br />Nashar, yes; Musi.al, yes; McKay, no. Motion passed with five affirmative votes <br />and one negative vote. Ordinance No. 92-104 adopted. <br />Ordinance No. 92-101 introduced by Mr. Leonard was given its third reading. An <br />ordinance to transfer and make appropriations for current expenses and other <br />expenditures for the City of North 07msted for the year ending December 31, 1992, <br />as amended. Mr. Leonard moved for adoption; second by Mr. McKay; motion passed <br />unanimously. Ordinance No. 92-101 adopted. <br />Ordinance No. 92-107 introduced by Mayor Boyle was given its third reading. An <br />ordinance .declaring the necessity and intention of the City of North OLnsted, <br />Ohio, to appropriate certain real property in the city for the purpose of <br />building a new Fire Station.
