Council Minutes of 9/1/92 <br />2) Mr. Lind gave a brief report on the status of Master Plan preparation. During <br />the past eight months, the Cuyahoga County Planning Cammssi.on has been presenting <br />data and background information for the Master Plan. They are currently working on <br />an undeveloped land use study, which consists of 51 vacant parcels throat the <br />city. The County Plarming Commission has also proposed a new Zoning classification <br />for the single-family district which would encompass large lots of 3/4 of an acre <br />or larger. Also- proposed was Mixed Use D zoning for the entire Lorain corridor <br />from Stearns to Barton. At the next meeting of September 22, an overview of the <br />entire city by zoninro area will be done to determine whether the current zoning is <br />adequate or if new zoning should be considered. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on August 24 with committee members Musial, Saringer, Nashar and <br />Service Director Bohlmarm in attendance. The following was discussed: <br />a. Ordinance 92-88, which will provide for engineering services for paving and <br />drainage improvements in the Deerfield subdivision. Streets to be repaired are <br />Fawn, Chase, Deerfield, Doe, Antler, Hunter and Dawn. Engineering costs are <br />estimated at $80,000, aril. work should commence on this project in 1993. The <br />committee recommended passage of Ordinance 92-88. - <br />Audience Farticipation <br />Mr. Frank Gifford, 433b Lansing Drive, expressed concern at the 20-year old <br />sanitary back-up problem at his home. He wanted to know if anything had. been <br />accomplished to rectify this problem. He also expressed concern about crass <br />connections in the storm arxi sanitary sewers. He would like to identify the <br />residents, if any, who have tied into the sanitary sewers with downspouts. <br />Mayor Boyle explained that Mr. Gifford's home had flooded on a dry day because a <br />contractor had been in the process of dye testing to check for cross cornrections. <br />Normally, there is a four to six hour time period to complete this type of work. <br />Unfortunately, aback-up occurred after only one hour. The contractor will pay for <br />arty damages incurred by the homeowners. The results of the dye testing are now <br />being examined. The city has eliminated flooding in many areas and work is crow <br />being done in the Lansing area. However, the Mayor cannot promise that flooding <br />will never occur. A severe storm, such as the acre on Memorial Day 19$9, will cause <br />flooding in areas that have river flooded previously. As to the problem of cross <br />cormections, pipes have deteriorated over the years causing cross flows--water <br />seeping through and making its own connection to the wrung pipe. In an attest to <br />correct the cross connection problem, the city declared the laterals, the pipes <br />from homes to the mains, as an integral part of the sewer system. This was an <br />innovative project that had never been tried .before and has proven very successful <br />in stopping the infiltration of storm into sanitary. Where it has been done, <br />flooding has been eliminated. Mayor Boyle explained to Mr. Gifford that it would <br />be difficult to determixye which residents had tied in donuts to the sanitary <br />sewers because many of the homes had been sold n~nerous times. <br />
