MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />AUGUST 18, 1992 <br />Present: Council President Boehmer, Council Members Leonard, Lirxi, McKay, <br />Musial, Nashar, Saringer. <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman. <br />Absent: Council Member Bahas. <br />Council President Boeh<ner called the meeting to order at 8:01 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the July 7, 1992 meeting ire approved as written. <br />The minutes of the special meeting of July 16, 1992 were approved as written. <br />President Boel~r announced that Ordinance No. 92-44 would be added to the agenda <br />for third reading and that Ordinance 92-108 would be added for first reading. <br />Also, the following legislation would be passed under suspension of the rules: <br />Resolutions 92-86, 92-87, 92-89, 92-106; Ordinances 92-90, 92-91 through 92-99, <br />92-100, 92-108. <br />Mayor Boyle reported: 1) Recently, a theft occurred at a BP station in the city. <br />Our police responded and caught the thief immediately. Because the officers went <br />above and beyond the call of duty, British Petroleum has awarded the city $1,(X)0 <br />to be used by the Safety Department. <br />2) Several Board of Control meetings were held during July and August: <br />a. On July 18, the Selhurst, Silverdale and Duane project was discussed. There <br />were five bidders, and the contract was awarded to Fabrizi Trucking for <br />$1,952,007.75. This cost is approximately $200,000 below the engineering <br />estimate. <br />b. On July 18, the Coe lateral fence was discussed. USX was awarded that <br />contract at $64,540. This cost is approximately $30,000 below the engineering <br />estimate. <br />c. On July 18, the Police Station firing range was discussed. All bids exceeded <br />the engineering estimate by more than 10~. The engineering estimate was <br />$142,500, and the lowest bid was approximately $190,000. All bids were rejected. <br />We will look at this project again to determine if we were in error on the <br />estimate or in the specifications, and then it will be rebid. <br />d. On July 24, the hospitalization issue was discussed. This was a very <br />complicated issue and the discussion was carried over into the August 12 meeting. <br />The level of coverage recommended by the Hospitalization Committee has been <br />
