Council Mirrutes of 8/18/92 <br />accepted. Ohio Health and Emerald Health are the two insurance plans, and J. P. <br />Farley is the administrator. The total liability quoted was $1,733,377, or the <br />fixed cost of $161,000. There will be no co-pays, and the limits on prescription <br />will be the same as last year. There will be payroll deductions, and these <br />deductions are spelled aut within the contracts with the different bargaining <br />units. During the last 12 mcmth contract, we had a payroll deducti.o~n agreement <br />that the deductions would be refunded if the cost of hospitalization was brought <br />below the expected amount. That did occur, and the money has now been refunded <br />to employees. <br />e. On August 12, the change orders on Country Club Boulevard were discussed. <br />There were 15 change orders, but none of them exceeded the contract by 10X. <br />However, since the total amount was $333,000, it seemed prudent to bring it <br />before the Board of Control. Some of the changes were a retaining wall costing <br />$38,000, additional aprons on Kennedy Ridge costing $11,000, approximately <br />$20,000 in additional landscaping, and approximately $4fi,000 in sidewalks. The <br />Board of Control felt all costs were justified. <br />3) The Ohio Department of Rehabilitation and Correctioa~ has presented a certifi- <br />cate to the city in recognition of our efforts in meeting the mririi~~ar- standards <br />for jails in Ohio for 1992. Our facility received a 100X compliance rate in the <br />area of effective jail operations. <br />4) The West Shore Enforcement Bureau, WEB, met recently to discuss the proposed <br />regional jail and received bad news. -The State does not want to extend the <br />funding to populations over 100,000. In addition, the City of Lakewood has <br />withdrawn the proposed site of the jail from consideration because they need the <br />land for other purposes. Lakewood will join with the County, which is going to <br />build a 400 bed facility. The County facility had originally been planned for <br />300 beds. Based on the research done by the WEB commiuaities, 100 more beds have <br />been added. However, the commmities do not believe this will be adequate <br />because most of the space will be for minor misdemeanors. We have problems with <br />felons and all types of criminals. When they are sent to our jail, we have to <br />hold them because the County cane©t handle them. We are often c3.ted because of <br />this. Because the County is far behind on jail space, Mayor Boyle and Rocky <br />River Mayor Martin have decided to look elsewhere. The search will be expanded <br />outside of the six original ccxaAUnities. Mr. Leonard asked the Mayor if private <br />enterprise had been considered. Mayor Boyle replied that this possibility had <br />been researched. However, it seems that most of the enterprises have backed out <br />of consideration because the profit margin just is not there when dealing with <br />the restrictions of maximtm security. <br />5) WEB is considering purchasing approximately 400 acres of land from a railroad. <br />About 100 acres is in Westlake, anrd the remainder is in Lorain County. This will <br />not be a jail site'; it will be a recycling facility. Because the acreage is mare <br />than needed, and the railroad will only sell the entire parcel, the Lorain County <br />portion will have to be sold by WEB. <br />Law Director Gareau reported: 1) A brief on the Cater case has been submitted to <br />the Supreme Court, and we are awaiting a date for oral argument. <br />2) Oral arguments will be given in September with respect to the private detec- <br />tive case. <br />2 <br />
