<br />b. Ordinance 92-66, which is a transfer of appropriations for the Recreation
<br />Department. A majority of this increase request was due to ackl.tional PERS
<br />requirements. The committee recommended approval of the transfer of appropria-
<br />tions. The ccmYnittee suggested that the Recreation Coamission and Council meet
<br />to determine what level of recreation the city should provide. It was also
<br />agreed to meet to discuss re-addressing the recreation levy.
<br />c. Ordinance 92-73, which is the sewer rate increase ordinance. The sewer rates
<br />have not been increased since 1990, and the deficit is continui.rig to grow because
<br />of changing EPA requirements. The committee agreed that the rate increases were
<br />necessary and recommended passage.
<br />Mr. Nashar, Chairperson of the Streets and Drainage Ca~mi.ttee, reported: 1) The
<br />committee met on June 30. In attenaisnee were Council M~nbers Saringer, Musial
<br />and Nashar and Service Director Bohlsnaxm. Agenda items were as follows:
<br />a. Ordinance 92-73, which pertains to mailboxes within public streets. The city
<br />must enforce Federal and State regulations regarding the placement of mailboxes.
<br />The committee recommended passage.
<br />b. An up-date on street and sewer repairs and crosts: Country Glub Blvd.,
<br />$135,000; Clifford Drive, $516,142; Stoneybrook, $672,511; Park Ridge Develop-
<br />ment, Phase II, $949,573; Angela, Nancy, Lovann Drives, $456,717; Elm Road, which
<br />includes sidewalks, $488,114; the Rice Ditch, $232,000; slab, catch basin, side-
<br />walk repair for 81 streets, $500,000. Cuyahoga County did the irk on McKenzie,
<br />Mastick, Walter, Lewis, and South Barton with the city paying 10X, $200,000.
<br />Selhurst and Silverdale is another major project which will begin this year at a
<br />cost of $1,952,007. The sanitary sewer repairs for 1992, Phase C, amounted to
<br />$Z million. Total expenditures for 1992 are $8,102,066.
<br />Mayor Boyle coamiented that Selhurst and Silverdale had. previously been presented
<br />at a cost of $1,400,000.. However, the cost of sanitary and storm drainage irk
<br />had increased the cost to over $1,900,000.
<br />Mr. Musial, Chairperson of the Recreation, Public Parks arxi Builaiings Committee,
<br />reported: 1) A letter was sent to the residents of East Park, West Park, and
<br />North Park asking them for their comments about the proposed ordinance which will
<br />restrict the use of North Olmsted Park for travelling carnivals. Five residents
<br />have commented thus far and none is in favor of allowing the carnivals to use the
<br />Park; however, the residents do not object to the Homeccxning carnival.

<br />Noah o onion, S~~iemar Drive, Wayne, I+dew Jersey, spoke on behalf of the
<br />proposed Habitat store. Mr. Soloman wanted Council to reconsider their vote on
<br />the Habitat store because he felt that the vote, as well as the Planning
<br />Cosmission vote, had focused an the sign variance instead of the improv~nents.
<br />Mr. Solomon felt that, since the sign variance had been approved by the BZA on
<br />April 1, it should not have an effect on the vote to accept the improvem~ants.
<br />Mrs. Saringer quoted from the minutes of the BZA and P1annning Canmission which
<br />said that the BZA h~ approved the sign contingent on the approval of the
