MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />JUNE 16, 1992 <br />Present: Council President Boehmer, Council Members Babas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer. <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman. <br />Council President Boehmer called the meeting to order at 8:11 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of June 3, 1992 were approved as written. <br />President Boehmer announced that Ordinances 92-64 and 92-67 would be passed under <br />suspension of the rules. <br />Mayor Boyle presented a proclamation to former Mayor M. Yvonne Petrigac in <br />recognition of being named. citizen of the year by Community Council. Mrs. <br />Petrigac expressed thanks to all. <br />Mayor Boyle reported: 1) A special Council meeting may have to be called to <br />consider the application of a company to receive benefits under our newly <br />approved enterprise zone. <br />2) The city will hold its second annual Independence Day celebration, and all are <br />invited to participate. The festivities will begin at City Hall with a bicycle <br />decorating contest. From City Hall, there will be a parade to North Olmsted Park <br />where there will be music, games for children and free hot dogs and soft drinks <br />for everyone. <br />3) We have several retirements from our Police and Fire Departments: Gabe <br />Dellapasta will retire from the Police Department; Lt. Al Kaserman and Capt. Dick <br />Smith will retire from our Fire Department. <br />4) Congress has proclaimed June as National Cable TV Consumer Protection Month. <br />In 1986, the Federal government did away with cable price regulations which had <br />been an integral part of the contracts between cable companies and municipali- <br />ties. According to the Justice Department, the rate increases since that time <br />have been approximately 50% higher than they would have been if the price regula- <br />tions had been in effect. The Senate has recently passed a bill calling for <br />cable TV consumer protection. The House of Representatives is currently <br />considering a similar bill. It would be a good idea for consumers to contact <br />their Congressional Representatives and ask for repeal of the 1986 law and for <br />restoration of the rights of municipalities to regulate price increases. <br />Law Director Gareau reported: 1) A hearing officer has been appointed by the <br />Court of Appeals in the Eliza Jennings case. There will be a pre-trial hearing <br />in July with respect to attempts by the Court of Appeals in original actions to <br />resolve disputes and to promote a settlement. <br /> <br />
