Council Minutes of 6/16/92
Audience Partici tion (continued)
resi tints have carne with the Cuyahoga County Planning Commission; Mr.
Schultz of the County Planning Commission did go to the neighborhood for a
walk-through with residents. The County Pla~ming Commission will be making
reco~mendations to the North Olmsted Planning Commission at the June 23 meeting.
The residents' requests are as follows:
a. No bike path or sidewalks.
b. A wooden sound fence with mounding.
c. Limited or controlled access an the road.
d. Urulerground utility, power and cable television lines.
e. Purchase of uneconoanic land remnants.
f. Sewers and drainage facilities of adequate and. sufficient capacity.
g. Protection of trees during construction.
Mrs. Babas asked Mr. Tasse to further explain the residents' feelings on side-
walks. Mr. Tasse answered that the sidewalks and bike path would not really go
anywhere or do they connect anything. Also, residents feel that the sidewalks
and bike path would be a lure for people to congregate. In addition, the side-
walks and bike path would be very close to the residents' property. Mr. Tasse
did express the feeling that the residents' concern about sidewalks could be
diminished if the fencing and the mounding were in place.
Mayor Boyle stated that the requests were indeed reasonable. He felt that the
fence could be accommodated. However, the mounding request cannot be addressed
at this time because the land that may be needed for this may not be available.
The right-of-way goes through one parcel of land owned by anti person. When the
County purchases the property needed for the road, there will be remnant land.
It will then be up to the owner to determine whether he/she wants to sell this
remnant land. An answer on mounding cannot be given until it is known whether
this land will be available for use. Mayor Boyle asked Mr. Tasse how the
residents felt about a bike path. Mr. Tasse responded that the bike path is an
impossibility from the residents' point of view. The residents are concerned
about safety and privacy factors.
Frank Gifford, 4336 Lansing Drive, asked if any progress had been made on the
sanitary sewer problem on Lansing Drive. Mr. BohLnann answered that this
particular portion of the project had been videotaped. This street is part of
the Phase C, 1992 sanitary sewer project; the bids on this project will be opened
on Friday. Mr. Bohlmaim feels that the problems on Lansing Drive are caused by
surcharging, elevation, and 45 degree and 90 degree bends in the sanitary sewer
pipe in this area. He feels that the placement of manholes will allow for better
flow of the water away from the homes.
Scot Kacirek, who owns a service station in North Olmsted, expressed concern
about Ordinance 92-69 which would require all service stations to have afull-
service pump. Mr. Kacirek, and other service station owners in the audience,
® feel that this would cause an undue financial hardship. Afull-service pump
would require another employee during each shift, and the cost is not justified
5
