~~= <br />L:J <br />Council Minutes of 6/3/92 <br />Mr. McKay, Chairperson of the Envirornmental Control anti the Public Safety, Ilealth <br />and Welfare Cam~ittees, reported: 1) The Safety Committee ar~i Ehvirt~ental <br />Committees met cm Tuesday, May 26. In attendance were Safety Director Ot~dy, <br />Finance Director Burns, Service Director Bohlmann, and Council Meyers Beringer, <br />Leonard, Nashar, and McKay. <br />a. The Safety Ct~mi.ttee discussed Ordinance 92-52 which will add three <br />correctional officers to the non-uniforni perstmnel of .the Police Department. <br />These positions are necessary to meet the requirements on jail standards imposed <br />by the State of Ohio. The committee recommended passage. <br />b. The Environmental Committee discussed Ordinance 92-60 which is entitled <br />"Flood Damage Prevention." The purpose of this legislation is as follows: <br />- protect h~anan life and health <br />-- minimize the expenditure of public money. for costly flood control programs <br />- minimize the need for rescue aril. relief efforts associated with flooding <br />generally undertaken at the expense of the general public <br />- minimize prol"anged business interruptions <br />-- minimize damage to public facilities and. utilities such as water, gas, <br />electric, telephone, sewers, and streets ar~d bridges that are located within <br />the special flood areas <br />-- alp maintain a stable tax base by providing for the proper use arx3. develop- <br />ment of the areas of special flood hazard so as to minimize the future flood <br />blight areas <br />-- ensure that those who occupy the areas of special flood hazard assume respon- <br />sibility for their actions. <br />This legislation is required by the State of Ohio, and the committee recommended <br />passage. <br />Mr. Lind, Chairperson of the Finance C~ni.ttee, reported: 1) The Finance <br />C~mi.ttee met on Tuesday, May 26. In attendance were Finance Director Burns, <br />Service Director Bohlmann, and all conani.ttee members. Agenda items were as <br />follows: <br />a. Ordinance 92-45 which is an ordinance to provide services for removal of <br />sludge and sludge cake at the Wastewater Treatment Plant. <br />b. Ordinance 92-54 which is a transfer appropriation. After discussion of each <br />line item, the catmittee agreed to delete the portion relating to the Recreation <br />fund appropriation request. This request has been placed in a separate <br />ordinance, No. 92-66, which is on first reading tonight. <br />c. Ordinance 92-61 which would abate building permit fees during the month of <br />August. This legislation is being held in committee for the time being. <br />3 <br />
