.~- <br />Council Minutes of 5/19/92 <br />residents. It is something that is needed; it is something that is wanted; it is <br />something that will help North Olmsted. County Commissioner Petro changeel the <br />vote from tabling to a 90-day postponement to await. answers on a number of <br />federal guidelines dealing with road widening, including safety features. <br />10) This same issue of widening I-90 a~xl: I-71 was brought before the County <br />Planning Commission on May 12 so the .concerns of our city could be heard. <br />11) Also on May 12, we met with the County Plaru3ing Commission on recycling. <br />Several budgets aryl proposals were discussed anti these have been sent to Council <br />under separate cover. The mast acceptable proposal starts with 50 cents per ton <br />in the first year and increases to $2.15 per ton in the year 2002. In consder- <br />ing these prices, it should be r ed that tormage will decrease because of <br />recycling.. The proposal also includes provisions for fees for bringing waste <br />into the district. Fees on that are currently prohibited under the House bill, <br />and we are lobbying to have that prohibition rempved. <br />12) A Building Inspector test was recently given. Of 39 applicants, 34 took the <br />test and 15 passed. This is a large increase in the rn~ber of applicants that we <br />have traditionally attracted. Our recruiting efforts through Civil Service acid <br />the Personnel Department are paying off. We are bringing in a higher quality of <br />employee arxi becoming more professional. The more professional we are, the <br />better equipped we are to deliver services to our residents. <br />Law Director Gareau reported: 1) As indicated at the previous Council meeting, <br />an appeal has been filed in the Cater case. Across appeal has been filed on <br />behalf of the city. <br />2) An administrative appeal with respect to Halleen Chevrolet has been received. <br />Halleen had appeared before the Board. of Zoning Appeals and requested a variance <br />to move their truck dealership sign over to the location of Partner's Bar and to <br />demolish the Partner's building. Also, they requested a variance to display <br />merchandise an that property within the 75 foot setback. Even though there is <br />currently a 20 foot green strip r~uirement from the right of way, Halleen wanted <br />to display vehicles within 7 feet of the right of way. The Board of Zoning <br />Appeals denied the variances, arx~. Halleen has now filed on appeal in the Common <br />Pleas Court.. <br />3) An executive session will be needed this evening to discuss the Cater case and <br />the prospective appropriation of property for a fire station. <br />Finance Director Burns reported: 1) The note issues provided for in Ordinances <br />92-29 and 92-30 will be closed on May 27. On the $3,400,000, the interest rate <br />will be 3.62% <br />2) Ordinance 92-52, which will be passed under suspension of the rules, will <br />establish the reduced interest rate program for residents seeking a home improve- <br />ment loan. These loans will be made to the resident owner of single, two-famu.ly, <br />or condominiuo~ residences. The interest subsidy shall be equal to or less than <br />3% and will not be paid from tax money. Hopefully, this program can be put into <br />place during the summer when residents will be doing home improvements. <br />4) Also being passed under suspension of the rules is Ordinance 92-46, which is <br />an ordinance authorizing a refinancing of the industrial developayent bonds issued <br />by the Fairview Medical Building located at Columbia and. Lorain Roads. This will <br />allow for an improved interest rate. Hopefully, this will be closed in Jury. <br />4 <br />
