Council Minutes of 5/19/92
5) We have been notified by the U.S. Conference of Mayors that our city sewer
program has been put on the computers in Washington, D.C. This information is
accessible to arry city goverment that seeks assistance and information on storm
and sanitary sewers. North Olmsted was chosen for the program because we forged.
new legal ground by declaring lateral. sewer lines an .integral cwt of the
sewer system and because the technvl©gy used had. never before been used in the
United States. Because of these efforts, North Olmsted has been entered into the
13th annual Livability Award. We can all be proud of being recognized acid placed
in nomination--that is quite an achievment in itself.
6) With regard to the petition presented from the Deerfield area concerning land-
scaping problems, the names hQVe been reviewed and each home has been visited.
It seems that some residents who signed the petition did not. have a problem.
Many of the homes were never excavated, so there were r~o landscaping problems.
We have contacted. the contractor about the homes that did have landscaping
problems, and we will continue to monitor the contractor's progress.
7) Have spoken to Paul Elsinas of the County Plarming Cession and also Pat
Holland who is in charge of recycling. To set the record straight,. they said
that they had never had a discussion with anyone concerning recycling of multi-
family residences where they said it was the city's responsibility. However,
this does not take away our commitment to our residents; we still are going ahead
with gathering information on this project.
8) On May 7, along with council metsbers Boehmer and Babas, spoke at a meeting
sponsored by the Regional Transit Authority about the proposed L cuts.
Issues addressed were as follows:
a. Handicapped citizens ark senior citizens will suffer because of these cuts.
Also, the routes to be cut passed before two of the proposed senior citizen
housing sites.
b. The system is supposed to be re T~onal_ not just for Cleveland. The proposed
cuts were to routes that served su~rur~ to .suburb--the citizens of tY~ suburbs pay
the same tax and deserve the service.
Along with Mr. Bohlmann and Mr. Terbrack, met with RTA Ger~ral Manager Tober on
May 11. It was made clear that none of the routes should be cut; hoover, it was
agreed that during a money crunch the time between buss could be increased--only
an a temporary basis. RTA is currently in a money crunch because of last year's
Persian Gulf War and the downturn of the economy. On May 14, RTA held a public
hearing at Great Northern Mall, which was very well attended. Our point of view
was made very clear. Congresswoman Mary Rose Oskar spoke in our defense. Our
efforts have paid off because RTA has decided to make some compromises, and we
will not lose all of the proposed rues. It will be a bit of a financial
hardship on the North Olmsted Municipal Bus Line, but nothing that we cannot
overcome.
9) On May 8, attended a NOACA meeting concerning the widening of Interstate 90
and Interstate 71 from 4 lanes to 6 lanes. Some cities in Cuyahoga County
oppose this widening fearing flight from Cuyahoga to Lorain and Medina County.
These people are looking at Lorain County and Medina County from downtown
Cleveland and do not realize what it is to be a border town. Border towns need
development help on both sides of their cities. Unfortunately, ~JUACA failed to
recognize more than 2 speakers; therefore, the decision will be contested on
behalf of the citizens of North Olmsted since we had no voice. This is a $35
million project and by virtue of its size alone, will employ North Olmsted
3
