Council Minutes of 5/5/92 <br />Audience Partici tion (continued) <br />Jason s, the st ent chairperson of the levy committee speaker's bureau, spoke <br />about student involvement. Well over 150 students have volunteered to serve on the <br />levy committee. The students have organized ar~i supported furxi raisers which have <br />brought in over $3,500. The students have also made signs which will be going up <br />all over the city very soon. In addition, the students have volunteered for a door <br />to door canvassing committee. He appealed to the members of the audience to vote <br />"yes" on June 2. He feels it is not a matter of money, but it is a mutter of <br />opportunities for all the children of North Olmsted. <br />Richard Margolies, 4809 Columbia Road, Jamestown Apartments, spoke again about <br />recycling for multi-family residences. He feels that mailti-family residences <br />should be included in the present recycling program which is geared to single- <br />family homes. Mr. Margolies is asking for 15 additional stops to cover 2,149 <br />apartments throughout the city. He mentioned that apartment residents also pay <br />the income tax which had been earmmarked for recycling. <br />Mayor Boyle answered that he, Mr. Brotherton from BFI, and Mr. Margolies had dis- <br />cussed this matter before the meeting. However, he would life to point out that <br />multi-family residences would require more than one stop per week, which means that <br />the number would be higher than 15 as miention~. by Mr. Margolies. He does agree <br />that apartment dwellers are paying taxes which had been earmarked for recycling. <br />He has asked Mr. Brotherton to survey all mnilti-family residences in the city and <br />prepare a cost estimate for recycling. This is an appropriations issue that must <br />be presented to Council. BFI will not cover multi-families under the same contract <br />as single-families. There will be an additional cost for multi-families because <br />the cost will be determined by weight or volume. We should strongly consider <br />recycling for maalti-families; however, we carmot delay single-family recycling <br />which is currently scheduled to begin on June 1. <br />Mrs. Sa.ringer asked if Mr. Margolies planned to reduce fees to his residents in the <br />event the city began a recycling program for multi-families. <br />Mr. Margolies answered, "no", because he would be absorbing the extra cost for <br />recycling since the recyclables would have to be stored separately from other <br />trash. <br />Mr. rs~Kay commented that he agreed that the multi-family residences deserved to <br />have a recycling program. There is no question that the city should pick up <br />recyclables from multi-families; it is simply a question of when it can be done. <br />He is in favor of the city making a study; however, he does not believe that the <br />city can set a times limit for the beginning of this program. Because only one <br />subject matter can be addressed in an ordinance, multi-family residences carmot be <br />incorporated into the ordinance for single-families. This will require a separate <br />ordinance, and Mr. McKay will sponsor it if necessary. <br />Claudia Cole, 4827 Columbia Road, said it would be beneficial for Council to <br />include multi-families in the recycling program. <br />Joseph Patichnia, 4835 Columbia Road, is concerned because tax money has already <br />S been designated for recycling and he is recycling at his own cost. He urged <br />Council to allow apartment residents to be part of the North Olmsted recycling <br />program. <br />5 <br />
