Council Minutes of 5/5/92 <br />Audience Partici tion continued) <br />Jo igan~+~~~ag~~oacT, an employee of Jamestown Apartments, feels that the <br />city and Jamestown Apartments would benefit from a recycling program. <br />Gasella Valenti, 4823 Columaba Road, feels apartment residents have the right to <br />have a recycling program. She pays for everything that goes on in North Olmsted, <br />and she wants recycling. <br />Sumet Kumar, a Jamestown resident, also spoke in favor of recycling for multi- <br />family residences. Me feels that apartment residents, as taxpayers, definitely <br />deserve the consideration of Council in including them in the recycling plan. <br />Melissa Zapanta, 4827 Columbia Road, said that recycling shouild be considered as a <br />moral issue rather than a money issue. Recycling is important to the entire <br />world. By providing a recycling program for all city residents, North Olmsted <br />could set an example for other coinrnnities that are dealing. with recycling. <br />Mr. Margolies thanked Council for being so receptive to his proposal, and he lopes <br />the recycling program can be implemented in a short period of time. He feels that <br />recycling is the city's responsibility rather than the County's. He asked if the <br />Mayor could set a time Lunn in his request to BFI for the preparation of the <br />multi-family recycling program. <br />Mayor Boyle responded that he would consult BFI about a time frame, but he wouil.d <br />not set an arbitrary time limit. Also, he feels it should be noted that we do pay <br />taxes to the County; indeed, the city does pay a recycling fee to the County. He <br />feels tl~ burden of recycli.r~g should not have been put entirely on the cities. It <br />could have been addressed and fixed long ago by the right goverment. Instead, the <br />burden has been laid on the backs of the taxpayers in the cities. <br />Mr. Margolies agreed that the Ohio General Assembly passed the buck to the EPA, who <br />passed the buck to the Counties, who passed the buck to the cities. Unfortunately, <br />the cities have to deal with the problem because they are at the end of the line. <br />Mr. McKay commented that the city cannot set a time limit until BFI had an <br />opportunity to study their costs. <br />Mr. Margolies acknowledged that there will be difficulty in cleterminin~, the cost of <br />picking uap one site for 324 residents as opposed to 324 stops, especially since it <br />is not known how fully apartment residents will participate in recycling. He pro- <br />; posed that Jamestown Apartments be used as a test site. <br />Mayor Boyle responded that he could not allow only one multi-family residence to be <br />used as a test site. BFI is a national corporation who can develop their costs out <br />of their experiences in other cities. <br />Mrs. Bahas asked that. Mr. Margolies and the residents be patient. The city does <br />not want to rush into a program without the proper research. Taking the time to do <br />a good job and work out the glitches will benefit everyone. <br />® Mr. McKay wanted to make it clear that the city is not going to make money from <br />recycling--no commnity makes money on recycling. Recycling is an expense to <br />cities. He has served on a Westshore commuzi.ty committee for two and a half years <br />that has been studying recycling.
