Council Minutes of 4/21/92 <br />Mr. McKay, Chairperson of the Public Safety, Health ark Welfare Com~mi.ttee, <br />reported: 1) The committee met on Tuesday, April 14; present were Councilmen <br />Leonard anti McKay and Service Director Bohlmarui. One agenda item was discussed: <br />a. Resolution 92-36, which authorizes the Director of Personnel to seek a <br />proposal for the hospitalization and medical-surgical insurance for city <br />employees. This is done each year to assure a competitive price for these <br />services. The committee recommerid.s passage of Resolution 92-36. <br />2) Mr. McKay moved that Council approve the transfer of a C1 and C2 liquor permit <br />from Procaccini Management Inc., 25295 Lorain Road, to Service Station Holdings, <br />Inc., 25295 Lorain Road. The motion was seconded by Mr. Leonard. Roll call: <br />McKay, Yes; Leonard, yes; Bahas, rw; Lind, yes; Musial, yes; Nashar, yes; <br />Saringer, yes. Motion approved with 6 affirmative votes and 1 negative vote. <br />Mr. Lind, Chairperson of the Finance Cotnmi.ttee, reported: 1) The committee met at <br />7 p.m. on April 21; present were Council Members Saringer, Leonard, Lind and <br />Finance Director Burns. Legislation discussed included Ordinances 92-26, 92-29, <br />92-30, 92-40, 92-41, and 92-42. <br />a. Ordinance 92-26 authorizes the Service Director to advertise for bids for leaf <br />pickup service throughout the city. The committee recommnnds passage. <br />b. Ordinance 92-29 provides for the issuance and sale of $1,400,000 rtes for the <br />improvement of Silverdale, Selhurst, and Duane Roads. The city has received a <br />promissory npte from Issue 2 funds of approximately $272,000. This should reduce <br />some of the city costs on the project. The committee recommends passage. <br />c. Ordinance 92-30 provides for the issuance and sale of $2,000,000 notes for the <br />continuation of the city sanitary sewer rehabilitation program. This $2,000,000 <br />is part of an overall $8 to $10 million program; eventually, the total amount will <br />be converted to bonds payable over 20 years. The committee recommends passage. <br />Audience Parti~ciPation <br />RichardMarg ius~, Jamestown Apartments, 4809 Columbia Road. Mr. Margolius would <br />like the city to include multi-family residences in the recycling program that <br />will start in May. He said that the city is urxler a mandate from the County and <br />the State, through HB 592, to prepare a comprehensive recycling program which <br />covers all residences in the city, rat just single-family residences. He quoted a <br />document distributed by the Cuyahoga County Plarniing Coami.ssion which stated, <br />"each municipality, village, or townaship within the Cuyahoga County Solid Waste <br />Management District sha71 develop and implement a comprehensive residential land- <br />fill diversion program which mist include all residential dwellings". He is not <br />asking the city to pick-up the refuse .that goes to the landfill. However, Y~ does <br />feel that the city has a moral responsibility to include multi-family residences <br />in the recycling program. Mr. Margolies is not asking for a different system; the <br />apartment residents will use the blue bag system just like single-family s. <br />He feels that it will be cost effective for the city to pick up recyclables for <br />324 suites at one location rather than 324 separate residences. <br />~y: <br />3 <br />
