Council Minutes of 3/17/92 <br />Mr. Nashar, Chairperson of the Streets and Drainage Committee, reported: 1) The <br />co~mittee met on March 9 with the following people in attendance: comnri.ttee members <br />Saringer, Musial, Nashar; Law Director Gareau; Service Director Bahlmann; City <br />Engineer Deichmann; Councilman Leonard. Agenda items were as follows: <br />a. Ordinance 92-14 which pertains to the disconnection of downspouts to sanitary <br />sewers. The discussion concerned the point at which the homeowner would be <br />responsible for repairs. Mr. Bohlmann told the committee that the city would go as <br />far as repairing the lines from the street up to the home. From that point on, it <br />would be the homeowners' responsibility. The committee moved to accept the <br />ordinance . <br />b. Ordinance 92-18 which will provide engineering services for the rehabilitation <br />of Maria Lane and Rosita Lane. Esti~ated cost for engineering ar~i surveying is <br />$25,000. The committee moved to accept Ordinance 92-18. <br />2) Mr. Nashar asked Mr. McKay if cities would be able to pass legislation to <br />regulate fees charged for solid waste collection. Mr. McKay replied that cities go <br />out for bids on these services arxi, in a free enterprise system, cities cannot <br />regulate the rates. however, we are not locked into one company forever--there is <br />competition that will automatically keep the rates in line. Recycling will not <br />cause the rates to be out of line. <br />Mr. Musial, Chairperson of the Recreation Committee, reported: 1) Plans to work <br />with Recreation Commissioner Fattlar to develop a capital improvements schedule, an <br />inventory program, and a plan for uses of the green spaces within the city. <br />Audience Partici tion <br />Eugene Flynn,-~!t~L~erfield Drive, spoke on behalf of the Deerfield Park Civic <br />Association. (A letter was distributed to Council Members) The residents would <br />like to thank the city for their efforts to correct the flooding problems in this <br />area. There is a problem with the contractor who is restoring lawns after the sewer <br />work has been completed. The topsoil and seed that were used last summer were full <br />of weeds. In addition, the contractor scraped from four to six inches of clay off <br />and only replaced two inches with topsoil. Consequently, many of these areas are <br />settling aryl leaving depressions in the lawns. The residents would like their lawns <br />restored to their original condition. <br />Another area of concern to the Association is the condition of streets. The home- <br />owners realize that the street repairs cannot be started until the infrastructure <br />work is complete. However, they would like the city to set a definite schedule of <br />street repair for the development. It is suggested that the bus route of Deerfield, <br />Dawn, and Fawn be the first streets to be repaired. <br />Mayor Boyle commented that there are two major subdivisions in need of street repair, <br />Deerfield and Bretton Ridge. Discussions on the finding for these repairs have been <br />held, but work cannot commence until the flooding project is completed. Because this <br />work in the Deerfield development is proceeding quicker than originally anticipated, <br />engineering can possibly begin sometime this year. Actual construction would take <br />place in 1993. The Mayor agreed it would be a good idea to start with the bus route; <br />however, it would probably have to be split to allow access of the buses. The city <br />will continue to keep the Association informed. <br />5 <br />
