Council Minutes of 3/17/92 <br />LEGISLATION (CONTINUED) <br />Reso ution o. - was introduced and placed an first reading by Mr. Lind. A <br />resolution authorizing the Director of Public Service to advertise for bids with an <br />outside contractor for the purpose of providing, on a contract basis, leaf pick-up <br />service throughout the City of North Olmsted, and declaring an emergency. <br />Resolution No. 92-27 was introduced and placed on first reading by Mr. Lind. A <br />resolution authorizing the Director of Public Service to advertise for and accept <br />bids for cleaning services for various municipal buildings, as detailed in the <br />specifications on file, and authorizing the Mayor to contract for same, and declaring <br />an emergency. Mr. Lind moved for suspension of the rules requiring three readings <br />and committee review; second by Mrs. Beringer; motion passed unanimously. Mr. Lind <br />moved for adoption; second by Mrs. Beringer; motion passed wnanimously. Ordinance <br />No. 92-27 adopted. <br />Resolution No. 92-28 was introduced and placed on first reading by Mayor Boyle on <br />behalf of himself and the entire Council. A resolution authorizing the Mayor to <br />submit and seek financial assistance from the State Issue Z Infrastructure Borxt <br />Program for funding of various municipal capital infrastructure i~ravement projects, <br />and declaring an emergency. Mrs. Beringer moved for suspension of the rules <br />requiring three readings and committee review; second by Mr. Lind; motion passed <br />unanimously. Mrs. Beringer moved for adoption; second by Mr. Lind; motion passed <br />unanimously. Ordinance No. 92-28 adopted. <br />Ordinance No. 92-29 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $1,400,000 notes, in anticipation of <br />the issuance of bonds, for the purpose of improving Silverdale Road, Selhurst Road <br />and Duane Road by grading, draining, curbing, reconstructing the pavement base, <br />widening, preparing the surface and paving with concrete, reconstructing storm <br />sewers, sanitary sewers, water mains and driveway aprons where necessary, <br />constructing sidewalks and installing above-ground wires and cables for street <br />lighting, together with the necessary appurtenances and work incidental thereto. <br />Mr. Lind stated that the signed. fiscal officer's certificate was attached to the <br />ordinance. <br />Ordinance No. 92-30 was introduced and placed on first reading by Mr. Lind. An <br />ordinance providing for the issuance and sale of $2,000,000 notes, in anticipation of <br />the issuance of bonds, for the purpose of improving the municipal sanitary sewer <br />system by rehabilitating and replacing sanitary sewers and sanitary sewer <br />connections, together with the necessary appurtenances and work incidental thereto. <br />Mr. Lind stated that the signed fiscal officer's certificate was attached to the <br />ordinance . <br />Miscellaneous Business <br />Mrs. Bahas announce the public hearing to be held on Tuesday, April 7, at 7 p.m. for <br />Ordinance 91-186. <br />Mrs. Bahas moved that Council adjourn into an executive session to discuss <br />negotiations on the sale of land; second. by Mr. McKay; motion passed unanimously. <br />Council adjourned into executive session at 9:05 p.m. and reconvened at 9:15 p.m. <br />7 <br />
