MINUTES OF THE MEETING OF TSE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 3, 1992 <br />Present: .Council President Pro Tem Saringer, Council Members Babas, Leonard, <br />Lind, McKay, Musial, Nashar. <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director James <br />Burns, Clerk of Council Barbara Seman. <br />Absent: Council President Boehmer <br />Council President Pro Tem Saringer called the meeting to order at 8:09 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of February 18, 1992 were approved as written. <br />Mayor Boyle reported: 1) Last week traveled to Chicago with Service Director <br />Bohlmann, Law Director Gareau, and City Engineer Deichmar~n to meet with represen- <br />tatives of the U. S. Envirorgnental Protection Agency. Also making the trip was <br />Dennis Long, consulting engineer on wastewater treatment from Malcom Pirnie, Inc. <br />The EPA was brought up-to-date on what work has been done at the Wastewater <br />Treatment Plant over the past few years, how the work was accomplished, what <br />benefits were derived, what future work will be dome. and the expectations of what <br />will result from this work. The EPA was gratified that our plant has remained in <br />compliance with their permit levels since last year, that we have by-passed only <br />twice in more than a year's time, and that we have broken new legal ground with <br />regard to our programs that include lateral lines. In addition, the city has <br />utilized new and innovate means in our work--means that have never been tried in <br />this country. North Olmsted was once regarded as a leader in wastewater <br />treatment, and we are about to regain that position. It was a very worthwhile and <br />productive meeting. <br />2) The Housing Board is now complete. Members are: Mr. McKay and. Mr. Lind from <br />Council; Mr. Orlowski from the Planning C~nmi.ssian; Mayoral appointments, Doug <br />Sebring and Bill Saringer; Board appointments Carolyn Kasler and Denise Cameron. <br />The Housing Board has chosen Mr. McKay as Chairperson. <br />3) We continue to receive rnanerous inquiries from residents concerning the tax <br />incentive program which will help residents lower the cost of hc~e improvements. <br />Temporary forms are available in the Building Department and the Ac~iinistrative <br />Assistant's office. <br />4) Tonight, Council will consider Ordinance No. 92-22 which establishes an <br />enterprise zone for North Olmsted. Basically, the enterprise zone will take in an <br />area on the western side of the city bordered by North Ridgeville, Opted <br />Township, Barton Road, and Bradley Road. It runs down, not along, I-4$O to the <br />I-480/Great Northern area then east along Brookpark Road to Fairview Park. <br />According to law, the enterprise zone must include residential <br />inclusion of residential areas will be a plus when applying for Issue 2 monies <br />because a credit will be given for infrastructure repairs that are in an <br />
