' 3. DELETION OF EAST SIDEWALK FROM THE PROJECT: It is the request and <br />recommendation of the Association that the east sidewalk be deleted <br />from the Project plans, at least from Lorain Road north to at least <br />the Westlake City boundary. This east sidewalk will only serve as an <br />attractive nuisance for unwanted pedestrian and other park traffic <br />immediately adjacent to the Association's community of homes. The <br />bike trail by itself will offer full and direct access to the <br />MetroPark, the only area of interest between Lorain Road and the <br />Westlake City boundary. <br />4. PEDESTRIAN OVERPASS ACROSS ROADWAY: It is the request and <br />recommendation of the Association that a pedestrian overpass be <br />installed across the roadway in the vicinity of Forest School. The <br />purpose of this overpass is twofold: 1) for school children coming <br />from Pheasant Walk and Garden City developments to safely go to and <br />from Forest School, and 2) to permit Forest Ridge residents safe and <br />convenient access to the MetroPark. <br />5. BLASTING PROTECTION DURING CONSTRUCTION: It is the request and <br />recommendation of the Association that special precautions and <br />procedures be required of the contractor to protect the nearby school <br />and residential structures from damage during any required blasting. <br />Although core samples have not yet been taken, it is the Associations <br />opinion from previous construction experience in the i iate area, <br />that blasting is almost a certainty in portions of the Project, during <br />installation of sewers. Blasting was required to install a sanitary <br />feeder along portions of the Project's proposed right of way (about <br />1975), to install storm and sanitary sewers on Hampton Drive during <br />the original construction of Forest Ridge (1961), and more recently to <br />install certain in-ground swimming pools on Hampton Drive. It is <br />believed that sandstone was the rock formation most frequently <br />encountered. <br />6. POLLUTION PROTECTION DURING CONSTRUCTION: It is the request and <br />recommendation of the Association that all ODOT specifications <br />pertaining to pollution, especially dust control, be rigidly enforced <br />during construction, because of the close proximity of school and <br />residential. areas to the construction, and especially in light of <br />prevailing westerly winds resulting in the area being normally <br />downwind of the construction. <br />7. UTILITY WIRING TO BE UNDERGROUND: It is the request and <br />recommendation of the Association .that any immediate or future power, <br />telephone, signalling, TV, or other utility wiring be installed <br />underground. We understand-that CEI is mandated by the Federal <br />Government to expend certain funds in this regard, and we are <br />requesting that such funds be spent on this project. To protect the <br />aesthetics of the area, especially the MetroPark, provision for such <br />wiring should be made when construction costs are minor, unobstructed <br />by what would later be in-place paving, sewers, and other structures. <br />Page 2 of 6 <br />
