Council Minutes of 3/3/92 <br />Mrs. Beringer announced that Ordinances 92-17, 92-19, and 92-20 would be passed <br />under suspension of the rules. <br />Mrs. Beringer, Chairperson of the Building, Zoning and Development Committee <br />reported: 1) The committee met on February 27; in attendance were all committee <br />members, Building Commissioner Conway, and Assistant Engineer McDermott. Agenda <br />items were as follows: <br />a. Rennie Homes Cirnnamton Woods preliminary land use plan for property bounded by <br />Barton Road, Interstate 480, and 0]msted Township. Attorney Tim Gre~ell presented <br />the preliminary plans for 276 units of single family attached and. detached housing <br />on 56 acres of land owned by Christ the King Church. The proposal was approved by <br />the Planning Commission on February 11, 1992 with the confiition that there be two <br />accesses. The second access is an easement to Cook Road through Olmsted Township. <br />One issue that should be kept in mind for future c~dication pua~poses is whether or <br />not there are deficiencies in the existing pavement. The cowmiitt~ had no <br />objections to the proposal. Mrs. Beringer moved to approve the preliminary land <br />use plan for Cinnamon woods with the recommeruatons of the Planning Commission and <br />the Forester; second by Mr. Lind; motion passed unanunously. <br />b. Butternut Ridge Apartments, 5618 to 5800 Great Northern Boulevard. This was a <br />revision to the previously approved plan. Ed Trevellian from Summit Properties and <br />Chuck Tenney from Universal Co~tructon were in attendance. The Fire Chief's <br />concerns have been addressed and approved with regard to the turning radius and <br />fire hydrants. Additional. landscape design plans will have to be presented to <br />Planning Commission and -the BZD Committee; additional larid.scape will include the <br />front of the building facing Great Northern Boulevard. The cc~mittee had no <br />objections to the proposal. Mrs. Beringer moved to approve the Butternut Ridge <br />Apartments with recammerxlations from PiarnZing Commission and ARB and noted that the <br />motion addressed only the location of the buildings and that the original plan will <br />stand with the exceptions discussed. Motu was seconded by Mr. Nashar and passed <br />unanimously. <br />c. Ordinance No. 91-186 which is legislation to amend the zone rasp by changing a <br />premises from Single Residence B District to General Retail Business District. The <br />committee decided to keep this ordinance in committee until the Master Plan is <br />completed. <br />Mr. McKay, Chairperson of the Housing Board, reported: 1) The Housing Board met on <br />Monday, March 2 to elect officers: Dean McKay, Chairman; Larry Orlowski, Vice- <br />Chairman; Carolyn Kesler, Secretary. Also, the by-laws were adopted. A resolution <br />was adopted which requires that any reduction in property tax mast be exceeded by <br />incase tax. The School Board Arid City Council will meet to discuss a sharing of <br />incase tax from the affected companies. <br />Mr. Nashar, Chairperson of the Streets and Drainage Committee, reported: 1) The <br />committee met on February 24; present were Council Members Lind, l+kisial, Nashar, <br />Beringer and Service Director Bohlmann.
