Council Minutes of 3/3/92 <br />Audience Partici tion (continu+ed) <br />i eration given to making this a limited access highway. It <br />would be preferable if trucks would not be allowed. Hopefully, the speed limit can <br />be kept at 35 miles per hour. <br />e. Forest School will be strongly impacted. The area should be fenced off and <br />consideration should be given to a school zone in accordance with the rules and <br />regulations of the State. <br />f. Traffic is a major ccmcern. The residents hope that Council will insist an a <br />strong traffic study, not only for the traffic existing onto Lorain Road but for <br />the Pheasant Walk/Quail Run development which will have no way to get onto Lorain <br />Road. The residents enter fray the north onto Lorain Road at a point where, if the <br />road is built and there is a traffic light at the end of Crocker-Stearns., traffic <br />will back up and limit egress fran the development. Either a light at this point <br />will be necessary or an arrangement where cars are required to stop back beyond the <br />development's egress. <br />g. Underground utility wiring is preferred to keep that unsightly aspect out of <br />view. <br />h. No overhead lighting so as not to interfere with the properties abutting the <br />roadway. Currently, Westlake has overhead lighting only at intersections and this <br />has worked well. <br />i. Land-locked property. The residents ask that consideration be given to deeding <br />this back to the homeowners with a deed restriction requiring it to remain in a <br />natural state. The city will be relieved of the cost of maintaining this land, and <br />the homeowners will be assured of a buffer area. <br />j. Public notice to be given of any construction blasting. Also, indication of <br />who will bear responsibility for damages. <br />k. Protection of the trees during construction by marking those that are to be <br />saved and by erecting temporary fencing around the trees to save thin from con- <br />struction equipment. Westlake Codified Ordinance Section 1137 should be consulted <br />for reference. <br />1. In order to give the residents in the Quail Run/Pheasant Walk area more room, <br />consideration should be given to moving the road to the east. <br />Mrs. Babas complimented the residents on their approach and suggestions. <br />Mayor Boyle asked that Mr. Tassey's verbatim comments be forwarded to the City <br />Engineer so they can be included in our documentation and our responses to the <br />appropriate government bodies. Also, the Clerk is asked to provide a copy of <br />Westlake's Codified Ordinance Section 1137 to the Service Director. The Mayor <br />commented that most of the responses to the requests would be "yea's". On limited <br />access highway speed limits, these are set by the State. The city has a traffic <br />signali.zation program, and access to Quail Run will be addressed through that <br />program. As to the elimination of the sidewalks and bike path on the west side, <br />the city had thought that to be a buffer zone. However, the objections and reason- <br />ing for this request is well noted and it will be looked at closely.
