Council Minutes of 2/3/92 <br />4) Have met with the County Engineer's office to discuss Clague Road. The <br />drainage work to be done will dovetail with what the City has been doing in the <br />Alexander, Stoneybrook, Clifford, Marion, anti Le Bern area. All the flaw from <br />the new sewers we are putting in will be handled by this drainage plan. Another <br />good piece of news is that the cast will be a 20/80 split, which is a smaller <br />cost to the City than had been anticipated. The County will be holding public <br />hearings on this project in the future; we will notify residents when this <br />occurs. <br />5) Tina Hlavaty, Senior Center Aci~uinistrator, was recently named chairperson of <br />the Long Term Care Campaign's Northeastern Ohio Chapter. The Long Term Care <br />Campaign consists of 140 organizations dedicated to enacting c~mpretiensive <br />legislation to protect American families against the devastating costs of long <br />term care. <br />6) Would like to alert Council and residents of a person who is attempting to <br />solicit donations of food or money under the pretext that the request is <br />sponsored by the Human Resources Department. This person is a fraud; there is no <br />connection with any City department. <br />Law Director Gareau reported: 1) Last Wednesday, participated in a negotiation <br />session with NOMBL employees and. a fact-finder .dealing with the issues of <br />hospitalization and a request for a sign-up bornis. The issues are currently <br />before the fact-finder azxl further discussions will be held. <br />2) With regard to the school guard lawsuit, the request for an appeal to the <br />Supreme Court has been withdrawn. The judgment of the Tenth District Court of <br />Appeals will stand. <br />Finance Director Burns reported: 1) North Olmsted's share of expenses for the <br />Rocky River Court is $22,205; last year's cost.was $18,704. The allocation is <br />based on the number of criminal cases; in 1931 North Olmsted had 5,599 of 16,967 <br />cases before the Court. Legislation is currently pending which would include <br />civil cases in the allocation. Should this happen, the City's share would <br />increase. <br />Mr. Nashar reported for Mrs. Beringer, Chairperson of the Building, Zoning and <br />Development Committee: 1) The committee met on January 29. In attendance were <br />all committee members, Service Director Bohlmarm, Building Commissioner Conway, <br />and Assistant Engineer McDermott. Agenda items were as follows: <br />a. Blimpie's Subs and Salads, 26261 Lorain Road, a proposal for the exterior <br />renovation of the building and signage. Mr. Manfrass, the architect, explained <br />the plans. .This proposal had been approved by the ARB on December 18 and by the <br />Planning Commission on January 14. There is an easement to use the back <br />driveway. The BZA will hear this proposal on February 5. The BZD Committee had <br />no objection to the proposal. Mr. Nashar moved to approve the proposal; second <br />by Mr. McKay; passed unanimously. <br />b. Biskind Development Company, Parcel "B", bounded by Great Northern Blvd., <br />I-480, Country Club Blvd., and Columbia Road. The BZD Committee referred this <br />proposal to the Planning Commission on December 18, and it was approved by <br />Planning Commission on January 14. This proposal is an amendment to the pre- <br />liminary land use plan in Mixed Use District to include development of the <br />westernmost third of the parcel. The committee had no objection to the proposal. <br />Mr. Nashar moved to accept the proposal; second by Mr. Lind; passed unanimously. <br />2 <br />
