~` <br />MINUTES OF THE PUBLIC ~~ARING <br />FEBRUARY 3, 1992 <br />7:15 F.M. <br />Present: Council President Boehmer, Council Members Babas, Lind, McKay, <br />Musial, Nashar. <br />Also Present: Clerk of Council Barbara Seman. <br />Council President Boehmer called the public hearing to order at 7:21 p.m. <br />President Boehmer arn~:ounced that Ordinance No. 92-1 would be considered at this <br />public hearing. Ordinance No. 92-1 provides for the amendment of the Zone Map of <br />the City of North 0]nsted, which Zone Map is part of the Zoning Code of the City <br />of North 0]msted, by changing the premises hereinafter described from Single <br />Residence A District to Single Family Cluster District. <br />Audience l?axtici Lion <br />Mona Wi liamson~IO .Butternut Ridge Road, felt there would be a safety problem <br />with putting so many residences in this area with only orie entrance. Also, she <br />is concernPCi about the additional traffic to Butternut Ridge Road. She is very <br />much opposed to this project. <br />John Martindale, 26031 Butternut Ridge Road, stated that the residents of Butter- <br />nut Ridge have fought the widening of the street for many years. He feels it is <br />a very nice place to live and that this development will ruin the area because of <br />the traffic. He questioned what traffic studies had been done, aril. felt that <br />one entrance was not sufficient. <br />Bruce Shuman, 5962 Louis Drive, wanted clarification on whether the golf course <br />would always remain public. He asked that Mr. Fred Bower of Shore West speak <br />about the development. <br />Rini Urban, 6219 Fitch Road, agreed with everyone who spoke about the additional <br />traffic problem. In addition, she is concerned with the effect this development <br />will have on the schools. <br />Fred Bower, Shore West Construction Company, 23826 Lorain Raad, explained that <br />this meeting was one of a series of meetings that had been going on since last <br />summer. He feels that Viewpoint is a win-win situation for the qty and for <br />his company. They plan to keep a public nine-hole golf course on the property <br />and will weave housing within and around the course. It will always be kept as a <br />public golf course; indeed, he has signed deed restrictions to that effect. As a <br />result of a traffic study, a traffic light will be placed at the corner of <br />Butternut Ridge and Canterbury. The decision to have one entrance-way was the <br />result of consultations with the Planning Commission and Council; originally, two <br />entrances had been proposed. With respect to the school situation, the target <br />market for this development are empty nesters, retired people, and young. pro- <br />fessional people. The profile of people to whom they plan to sell will be folks <br />who do not have children. Indeed, the development should enhance the schools by <br />providing for a wider tax base without the usual complementary st~ent base that <br />usually goes along with new housing. The company is very excited about the <br /> <br />
