MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 7, 1992 <br />Present: Council President Boehmer, Council Members Babas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer. <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman. <br />Council President Boehmer called the meeting to order at 8:03 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of December 18, 1991 were approved as written. <br />Council President Boehmer welcomed new Council Member at Large Norman Musial. <br />Mayor Boyle reported: Z) Today, Administrative Assistant Wlodarski and Hud~an <br />Resources Director Copeland attended the Cuyahoga County Municipal Goverment <br />Seminar on the Community Development Black Grant program. The County is <br />initiating a business retention program, and North Olmsted is being considered <br />as one of the trial cities. Also, we are considering participating in a new <br />program on store-front renovations. Director Copeland and the Building Depart- <br />ment will have applications available for residents who wish to participate in <br />the Home Weatherization Assistance program. <br />2) The County has notified the City of a change in the cut-off date for property <br />taxes on new construction. Instead of November 1, the new date for 1992 will be <br />December 31. <br />3) Congratulations to Tina Hlavaty, Senior Center Director, for being certified <br />as a Gerontological Specialist. It is very unusual for someone to pass this <br />test on the first try, and we are all very proud of her. <br />4) The VFW will hold its annual awards bar~uet on Saturday, January 11, to honor <br />the North Olmsted Fire and Police Departments. The North Olmsted Firefighter of <br />the Year is William Smith; the Police Officer of the Year is Walter Novak. <br />Congratulations to both gentlemen. <br />Law Director Gareau reported: 1) The Court of Appeals in Franklin County has <br />upheld the lower court's decision indicating that the City could declare .the <br />position of school guard as seasonal. We are waiting to hear if this case will <br />be appealed to the Supreme Court. <br />2) The City prevailed in the Court of Appeals with regard to the private <br />detective case. However, the Supreme Court will review that decision. <br />3) The City has been Warned in a lawsuit by a resident claiming the City <br />negligently inspected a sanitary sewer installation in 1963.
