Council Minutes of 09-21-2010 <br />Councilman Brossard made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Orlowski and passed unanimously. Councilman <br />Brossard moved for adoption. The motion was seconded by Councilman Orlowski and <br />passed unanimously. Resolution 2010-119 adopted. <br />Resolution 2010-122 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Auditor. <br />Ordinance 2010-123 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance establishing and amending the range of compensation rates and salary ranges <br />for administrative and legislative personnel to provide for title, wage and pay type status <br />changes in the Division of Aging, Division of Youth and Family Services and the <br />Division of Springvale Golf Course and Ballroom in conjunction with passed legislation; <br />and otherwise restate the compensation rate ranges and descriptions for various <br />administrative and legislative personnel for the year 2010, and declaring an emergency. <br />Councilman Barker made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilwoman Jones and passed unanimously. Councilman <br />Barker moved for adoption. The motion was seconded by Councilwoman Jones and <br />passed unanimously. Ordinance 2010-123 adopted. <br />Resolution 2010-125 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution extending the moratorium on the issuance of building, zoning or occupancy <br />permits for premises equipped with mechanical or electronic gaming devices, video <br />arcades or parlors, and Internet cybercafes; and further extending the prohibition against <br />any game room license, similar use permit, variance or development plan approval <br />pending regulations for said facilities, and declaring an emergency. Councilwoman Jones <br />made a motion to suspend the rule requiring three readings. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilwoman Jones moved for adoption. <br />The motion was seconded by Councilman Barker and passed unanimously. Resolution <br />2010-125 adopted. <br />Ordinance 2010-126 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance repealing Section 1123.15 of the North Olmsted Zoning Code entitled <br />"Expiration of Order," and amending Section 1123.12 of the North Olmsted Zoning Code <br />entitled "Appeal Conditions," in order to time limit certain variances granted pursuant to <br />Section 1123.12 and further authorizing the Director of Planning and Development to <br />administratively extend established variance time limitations. <br />Resolution 2010-127 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to request proposals <br />for landscape design and installation services for a Cable Box Landscaping Project; <br />further authorizing the Mayor to enter into an agreement with the proposal selected in the <br />RFP process, after approval by the Board of Control, and declaring an emergency. <br />Councilman Barker made a motion to suspend the rule requiring three readings.
