Council Minutes of 09-21-2010 <br />meeting. Mayor Kennedy said if Council feels the need to have the Assistant Director of <br />Finance come to the Council meeting and give a report, they will be more than happy to <br />do that. <br />Don Pangras, 23470 Sharon Drive said if the Finance Director cannot attend a Council <br />meeting, then a representative should attend in her place. <br />LEGISLATION <br />Ordinance 2010-105 introduced by Mayor Kennedy and Councilman Barker was given <br />its third reading. An Ordinance amending Chapter 177 of the Administrative Code <br />entitled "Community Access" in order to establish nonpublic forums permitting <br />community organizations to access City display cases and public lawn areas for the <br />purpose of positively promoting the welfare and development of North Olmsted, and <br />further enacting provisions for regulating the nonpublic forums, as amended. <br />Councilman Barker moved for adoption. The motion was seconded by Councilwoman <br />Jones and passed unanimously. Ordinance 2010-105 adopted. <br />Ordinance 2010-111 introduced by Mayor Kennedy and Council members Barker and <br />Jones. An Ordinance enacting a new Chapter of the Codified Ordinances of the City of <br />North Olmsted, entitled "Entertainment Device Arcades," to provide for regulation and <br />licensing, and declaring an emergency, as amended. Councilwoman Jones made a <br />motion to suspend the rule requiring three readings. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilwoman Jones moved for adoption. <br />The motion was seconded by Councilman Barker. Roll Call: Jones, yes; Barker, yes <br />with comment. I would like to thank the Law Director and the Law Department for their <br />due diligence on drafting legislation for this new venue coming into different cities. <br />Again, we're ahead of the curve and I'm very proud that we have this Ordinance and <br />we're passing it tonight. My vote is yes. Roll Call continued: Kearney, yes; Brossard, <br />yes; Williamson, yes; Orlowski, yes. Ordinance 2010-111 adopted. <br />Ordinance 2010-113 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2010, as <br />amended. Councilman Barker made a motion to suspend the rule requiring three <br />readings. The motion was seconded by Councilwoman Jones and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilwoman <br />Jones and passed unanimously. Ordinance 2010-113 adopted. <br />Resolution 2010-119 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the <br />purchase of bulk treated rock salt for ice and snow removal operations as detailed in <br />specifications on file and further authorizing the Mayor to enter into a contract with the <br />lowest and best bidder, after Board of Control approval, and declaring an emergency. <br />6 <br />
