Council member
Orlowski asked if there is an advantage to going out for bid earlier in the season,
and Ritenauer said they would possibly consider doing that next year. The
committee voted 3-0 for approval with suspension.
The Clerk of Council read letters in opposition of Ordinance 2010-108 for the record that
are attached to these minutes.
AUDIENCE PARTICIPATION
Don Pangrac, 23470 Sharon Drive said he recently received his water bill. He has
requested data from the Finance Dept. for over a year which he has not received. The
citizens are being charged for waste water they did not consume. He was told that the
Cleveland Water Dept. could not bill for North Olmsted's waste water for less than l
mcf. Now Cleveland waste water officials have told him the new billing system is
capable of billing for less than 1 mcf. When will residents be charged correctly for the
waste water they consume? Mayor Kennedy said he will consult with the Finance Dept.
and look into it. Pangras said Copfer told him she is waiting for a report from the
consultants. He said he will get petitions in North Olmsted to "force the hand".
Councilwoman Jones requested that the Mayor let her know the result of his discussion
with the Finance Dept. Gareau said the issue is the minimum billing increment of 1 mcf.
Dennis Lambert, 25057 Carey Lane said he believes the city negotiates its water
agreement on a 15-year basis, and Pangras is talking about water usage which is not a
public utility issue. The information should be readily available. Lambert said a
substitute should be present at the Council meeting in place of the absent Director of
Finance. Councilman Barker said he has reported out on every Finance Committee
5
