Unfortunately it would also make criminals of the people in your fair city that do a well <br />thought out breeding program. The object of a purebred breeding program is to improve the <br />breed by careful selective breeding of worthy animals. A conscientious breeder would never <br />let his or her animals become a nuisance to the neighborhood or the city. <br />They have put to much time and effort into the project to let it devolve into a nuisance problem. <br />Does a person that breeds two Yorkshire Terriers need two acres? These dogs would <br />probably seldom leave the house. A German Shepard would need more room but not an acre <br />per dog. <br />If there is a problem in North Olmsted with people who only breed for profit and do not really <br />care for the animals, by all means control these people. But do not lump all dog breeders into <br />this category; it would be unfair to the people who are trying to do a good job and help the <br />breed and have some fun at the same time. A true breeder of any breed seldom makes <br />enough money to cover their expenses.
