Council Minutes of 09-08-2010 <br />8:30 a.m. on Saturday at Wal-Mart. Additionally, Wal-Mart is making a <br />significant donation to the city to help defray the cost of this project. Also on <br />September 11, 2010 at 6:30 p.m. at the NOHS football field, the NOPD will <br />challenge North Royalton PD in a game of flag football. Proceeds will benefit the <br />Special Olympics. On Sunday, September 19, 2010, he will be having his first <br />charitable event as Mayor - a Sk race. All net proceeds will go to the NOCS pay- <br />to-participate program or the school Foundation Board. Please register to walk or <br />run or stop at North Olmsted Park at 9 a.m. to support the students. <br />Director of Law Gareau: <br />• He requested that Ordinance 2010-111 be removed from committee to make <br />minor adjustments. This will be discussed at the next BZD committee meeting. <br />• The City has been named in a lawsuit in Common Pleas Court by Jeffrey Stofko. <br />There are various alleged civil rights violations for activities occurring in 2009 <br />and leading up to a trial in 2010 when Mr. Stofko was acquitted for what was <br />believed to have been an alleged prolific feeding of wild animals. The matter has <br />been turned over to insurance defense Council for further action. <br />• The City was named in a second lawsuit in Common Pleas Court by Anthony J. <br />Hawley. He seeks a declaratory judgment from the court related to the search of <br />his property and arrest in March 2010 by the North Olmsted Police Dept. and <br />Cleveland Police Dept. seeking to execute on an active arrest warrant. <br />• The Law Dept. is exploring and hoping to implement an externship for law school <br />students in Cleveland who are interested in working with the Prosecutor's office. <br />In the meantime, he may request funding from Council to fund a law clerk <br />position on a part time basis to get the Law Dept. through the Spring. <br />• The AFSCME/Service arbitration concerning staffing and shifts at the WWTP has <br />been dismissed by AFSCME. <br />• He drafted a proposed standard form of agreement they would use for sale of <br />advertising at the Recreation Center. Alcohol, tobacco, sexually-oriented material <br />or anything else of this nature will not be permitted in any advertising. <br />• Ordinance 2010-115 -the organization of the Finance Dept. -also includes a <br />provision whereby the Assistant Director of Finance can act in the absence of the <br />Director of Finance, and giving the Director of Finance the authority to settle <br />disputed claims of up to $5000. <br />Director of Finance Copfer: <br />• Finance Director absent - no report. <br />Council President Limpert appointed Councilman Barker to the Economic Development <br />Committee. <br />3 <br />
