This Ordinance <br />addresses breeding and not companion animals. The committee voted 3-0 to <br />recommend approval of Ordinance 2010-108. <br />Councilman Brossard, Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Wednesday, September 8, 2010 at 6:30 <br />p.m. Present were Committee members Brossard, Orlowski and Williamson; Council <br />members Barker, Jones, Kearney and Mahoney; President Limpert; Mayor Kennedy; and <br />City Engineer Pete DiFranco. <br />• Resolution 2010-114 a Resolution dispensing with the RFP process and <br />authorizing the Mayor to enter into a one year contract with Cuyahoga County/the <br />Cuyahoga County Engineer for the purpose of providing inspection services for <br />bridges and culverts, and declaring an emergency. DiFranco pointed out that <br />previously these inspections were done by the City, but the City no longer has any <br />employees qualified to do these inspections. The Committee voted 3-0 to <br />recommend approval of Resolution 2010-114. <br />• Resolution 2010-120 a Resolution authorizing and directing the Director of <br />Planning and Development to make application on behalf of the City of North <br />Olmsted for participation in the Ohio Public Works Commission ("OPWC") State <br />Capital and Local Transportation Improvement Programs for the purpose of <br />obtaining financial assistance to improve Walter Road and further authorizing the <br />Mayor to accept said assistance if awarded, and to execute a contract with the <br />OPWC, and declaring an emergency. This is a good opportunity for the city to <br />obtain Issue 1 money not only for the road but for the sewer project as well. The <br />committee voted 3-0 for approval or Resolution 2010-120. <br />The Clerk of Council read letters in opposition of Ordinance 2010-108 for the record that <br />are attached to these minutes. <br />AUDIENCE PARTICIPATION <br />Lori Hunt, 4311 Porter Road opposed Ordinance 2010-108 which places restrictions on <br />the breeding of dogs in residential neighborhoods. She is a breeder and a veterinarian, <br />and there has never been a complaint against her related to the breeding of her dogs. She <br />feels there are enough provisions in place to make it unnecessary to further limit the <br />rights of people. <br />Rebecca Daniels, 4000 Fielding Drive said she is a silver Labrador Retriever breeder, and <br />Lori Hunt is her veterinarian. She adores what she does, and she does it to be able to stay <br />home with her children and share compassion and responsibility with them. She admitted <br />to having complaints against her. She pulled her police report and finds it strange that <br />6 <br />
