Council Minutes of 09-08-2010
property maintenance and Mayor Kennedy said they are working extremely hard on that
issue.
Jeff Peepers, 6389 McKenzie Road gave a brief report on the 2010 Homecoming.
Homecoming was a success and he thanked the city on behalf of Community Council.
He discussed projects that have been completed and projects that they would like to
complete at the park area. He mentioned that they are running short on volunteers and
would like to see more people get involved.
John Daniels, 4000 Fielding Drive thanked the Mayor and Council for hearing comments
tonight regarding dog breeding. He has approached his neighbors in the past and
encouraged them to come to him if there are any issues with their dogs. He cleans up
after the dogs every time he comes home from work. He has been fined for barking dogs
and he has paid his fines. There are already Ordinances in place to address dog
nuisances.
Terry Smith, 26615 Fairfax Lane said he feels the city should allow people to run
businesses out of their home as long as it does not disrupt the neighbors. The nuisance
should be addressed instead of outlawing the dog breeding.
Sandra Dangerfield, 25924 Keats Drive said she lives in the same neighborhood as John
and Rebecca Daniels and has never had a problem with them or their dogs barking
excessively. She is appalled that the city is trying to bring people down at a business they
are trying to succeed at instead of looking at foreclosed homes, property maintenance and
people picking through residents' garbage on garbage day. Gareau said there is an
Ordinance that addresses the garbage issue, but people don't call the police and don't
want to get involved. Then the city doesn't know about it. The issues other than dog
breeding, such as foreclosed homes and property maintenance, are being addressed by the
City. Councilman Orlowski referenced and explained the commercial property
maintenance nuisance Ordinance. The City is addressing these issues.
John Daniels, 4000 Fielding Drive shared a story in which one of their puppies was given
to a child as a Christmas gift. Councilman Kearney said this Ordinance is nothing
personal against John Daniels or his wife.
Charles Dial, 27959 Gardenia said some of the remarks that Councilman Kearney made
about acting as an intermediary concerns him. The idea of a person not knowing who is
accusing him or what he is accused of is of concern and reminds him of the Star Chamber
that used to exist in England. People should know who their accusers are and face them
directly. Gareau explained the complaint process as it goes through the Building Dept.
Diana Deonofrio, 4977 Penny Lane (currently resides in North Ridgeville) said she has
Great Danes that bark at people that walk down the street, and she has never had a
complaint. Most dog breeders she knows are kept in better condition than some people's
children. If there are already nuisance Ordinances on the books, she doesn't think there
should be anything about dog breeding. If she was living in a city that had breeding
8
