Council Minutes of 08-17-2010 <br />he believes that there is a Rule of Council that Council members have a duty to vote <br />unless there is an obvious conflict of interest. <br />Mary Ellen Hemann, 311 Vista Circle said she is a new resident of North Olmsted and <br />likes it a lot. She said the ladies auxiliary of the North Olmsted VFW - of which she is a <br />member -has recently voted for their Make a Difference Day, a community service <br />project to support the North Olmsted Food Pantry. Mayor Kennedy and Council thanked <br />Ms. Hemann. <br />LEGISLATION <br />Ordinance 2010-82 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article VIII, Section 6 of the Charter of the City of North Olmsted to <br />authorize design-build contract selection procedures as a form of competitive bidding <br />when permitted by state law or when specifications are approved by ordinance adopted <br />by two-thirds majority vote of Council, and declaring an emergency. Councilman <br />Mahoney moved for adoption. The motion was seconded by Councilman Orlowski. Roll <br />Call: Mahoney, yes; Orlowski, no; Brossard, yes; Barker, yes; Jones, yes; Kearney, yes; <br />Williamson, yes. Ordinance 2010-82 adopted 6-1. <br />Ordinance 2010-83 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article III, Section 2 of the Charter of the City of North Olmsted to <br />clarify restrictions on other employment and holding other public office by the Mayor, <br />and declaring an emergency. Councilman Mahoney moved for adoption. The motion <br />was seconded by Councilman Orlowski. Ordinance 2010- <br />83 adopted 6-1. <br />Ordinance 2010-84 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article IV, Section 3 of the Charter of the City of North Olmsted to <br />permit the President of Council to recommend and introduce legislation and to participate <br />in a discussion on all matters coming before Council, and declaring an emergency. <br />Councilman Barker moved for adoption.
