As I stated in our committee meeting regarding this particular Ordinance, I'm in favor of putting this before the voters of North Olmsted so that they can decide for themselves. However, I am absolutely against moving to a September primary. I think it creates an unfair advantage to an incumbent in a local race, especially due to the fact of early voting now. You have a situation where you'd be coming out of a primary and, within three weeks, you would need to turn around and campaign and get to voters for the voting for November. I think that creates an unfair advantage to the incumbent. While I believe the electors of North Olmsted can decide for themselves, which is why I should believe it should be on the ballot, I will state publicly my opposition to this. Ordinance 2010-85 adopted 5-2. Ordinance 2010-86 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article IX, Section 4 of the Charter of the City of North Olmsted to change the process for electing at large Council representatives, and declaring an emergency. Councilman Brossard moved for adoption. The motion was seconded by Councilman Orlowski. Roll Call: Brossard, yes; Orlowski, no; Kearney, yes; Jones, yes; Mahoney, yes; Williamson, yes; Barker, yes. Ordinance 2010-86 adopted 6-l. Ordinance 2010-87 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article V, Section 3 of the Charter of the City of North Olmsted to require that the Director of Finance be at all times a Certified Public Accountant, and declaring an emergency. Councilman Brossard moved for adoption. The motion was seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-87 adopted. Ordinance 2010-88 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article V, Section 2 of the Charter of the City of North Olmsted to require the Director of Law to perform all other duties now or hereinafter imposed by Council or the Mayor consistent with the duties of the office of Director of Law, and declaring an emergency. Councilwoman Williamson moved for adoption. The motion was seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-88 adopted. Ordinance 2010-89 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article XVI, Section 2 of the Charter of the City of North Olmsted to allow for an administrative process to remove gender references from the Charter, and declaring an emergency.
