Council Minutes of 08-17-2010 <br />yes; Mahoney, yes; Kearney, no; Brossard, yes; Jones, yes with comment. As I stated in <br />our committee meeting regarding this particular Ordinance, I'm in favor of putting this <br />before the voters of North Olmsted so that they can decide for themselves. However, I <br />am absolutely against moving to a September primary. I think it creates an unfair <br />advantage to an incumbent in a local race, especially due to the fact of early voting now. <br />You have a situation where you'd be coming out of a primary and, within three weeks, <br />you would need to turn around and campaign and get to voters for the voting for <br />November. I think that creates an unfair advantage to the incumbent. While I believe the <br />electors of North Olmsted can decide for themselves, which is why I should believe it <br />should be on the ballot, I will state publicly my opposition to this. Ordinance 2010-85 <br />adopted 5-2. <br />Ordinance 2010-86 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article IX, Section 4 of the Charter of the City of North Olmsted to <br />change the process for electing at large Council representatives, and declaring an <br />emergency. Councilman Brossard moved for adoption. The motion was seconded by <br />Councilman Orlowski. Roll Call: Brossard, yes; Orlowski, no; Kearney, yes; Jones, yes; <br />Mahoney, yes; Williamson, yes; Barker, yes. Ordinance 2010-86 adopted 6-l. <br />Ordinance 2010-87 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article V, Section 3 of the Charter of the City of North Olmsted to <br />require that the Director of Finance be at all times a Certified Public Accountant, and <br />declaring an emergency. Councilman Brossard moved for adoption. The motion was <br />seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-87 <br />adopted. <br />Ordinance 2010-88 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article V, Section 2 of the Charter of the City of North Olmsted to <br />require the Director of Law to perform all other duties now or hereinafter imposed by <br />Council or the Mayor consistent with the duties of the office of Director of Law, and <br />declaring an emergency. Councilwoman Williamson moved for adoption. The motion <br />was seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-88 <br />adopted. <br />Ordinance 2010-89 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article XVI, Section 2 of the Charter of the City of North Olmsted to <br />allow for an administrative process to remove gender references from the Charter, and <br />declaring an emergency. Councilwoman Williamson moved for adoption. The motion <br />was seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-89 <br />adopted. <br />11 <br />
