Council Minutes of 08-17-2010 Ordinance 2010-90 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article IX, Section 5 of the Charter of the City of North Olmsted to eliminate the Director of Public Service from the redistricting process, and declaring an emergency. Councilwoman Jones moved for adoption. The motion was seconded by Councilman Orlowski and passed unanimously. Ordinance 2010-90 adopted. Ordinance 2010-91 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article VII, Section 1 of the Charter of the City of North Olmsted to revise and establish qualifications for membership on the Board of Building Code Appeals, and declaring an emergency. Councilwoman Jones moved for adoption. The motion was seconded by Councilman Orlowski. Ordinance 2010-91 adopted. Ordinance 2010-92 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article VI, Section 3 of the Charter of the City of North Olmsted to identify and redefine members of the unclassified service, and declaring an emergency, as amended. Councilwoman Williamson made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Orlowski and passed unanimously. Councilwoman Williamson moved for adoption. Roll Call: Williamson, yes; Orlowski, yes; Mahoney, yes with comment. Since this is the last Charter amendment, I would just indicate for the record my general philosophy that all of these amendments will be decided by the voters of North Olmsted. My personal feeling is that they should have that right and opportunity. Roll Call continued: Jones, yes; Brossard, yes; Barker, yes; Kearney, yes. Ordinance 2010-92 adopted. Ordinance 2010-94 introduced by Mayor Kennedy was given its second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2010. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilwoman Jones and passed unanimously. Councilman Barker moved for adoption. An Ordinance authorizing the Mayor to request proposals for plumbing, heating, ventilation and air conditioning preventative maintenance services for the city's Division of Recreation; further authorizing the Mayor, subject to approval of the Board of Control, to enter into an agreement with the individual selected in the RFP process; and declaring an emergency. Councilman Kearney made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Brossard and passed unanimously. Councilman Kearney moved for adoption.
