Council Minutes of 08-17-2010 <br />The BZD Committee met on Tuesday, August 17, 2010 at 7:00 p.m. Present were <br />Committee members Jones, Mahoney and Barker; Council members Brossard Kearney, <br />Orlowski and Williamson; President Limpert; and Director of Planning Wenger. <br />• CMS09-OS WEA Great Northern Mall, LLC; 4954 Great Northern Mall. This <br />proposal consists of a time extension for Westfield's development plan approval <br />originally granted by City Council on August 18, 2009. Westfield is not <br />proposing to deviate from the approved plans. If plans are ultimately changed, <br />they would need to file an amendment which would be reviewed by the Planning <br />and Design Commission and Council. The proposed plans include relocating the <br />Food Court to the area by Dick's Sporting Goods, and filling the existing Food <br />Court location with a major retail entity. The BZD Committee recommended <br />approval. <br />Councilwoman Jones made a motion to grant CMS09-OS WEA Great Northern Mall LLC <br />4954 Great Northern Mall aone-year time extension for their previously approved <br />development plan. The motion was seconded by Councilman Orlowski and passed <br />unanimously. CMS09-OS WEA Great Northern Mall approved. <br />• CMS10-18 Nissan of North Olmsted; 28500 Lorain Road -This proposal consists <br />of a parking lot expansion and additional screening. The parking area will be <br />expanded to the rear of the lot for vehicle storage. The expansion meets all <br />zoning setback requirements. There will be a 10 foot high fence installed which <br />will match the neighboring dealership's fence both in height and composition. <br />Flowering pear trees were added along the fence line on the resident side of the <br />fence. At the Planning and Design Commission meeting, concern was expressed <br />that the proposed trees did not adequately provide for the trees being lost. As a <br />result six additional Norway Spruce will be planted. A fence detail has also been <br />provided as requested. No new site lighting is proposed. One light was not <br />accounted for on the original plans submission, which has been corrected and will <br />be replaced with a conforming light fixture. The committee recommended <br />approval. <br />Councilwoman Jones made a motion to approve CMS 10-18 Nissan of North Olmsted <br />28500 Lorain Road with the following conditions: fencing details shall be listed on <br />working drawings noting the material, type and style of fencing; the fence will be 10 feet <br />high at the lowest point; a new photometric plan will be submitted which will include a <br />wall mount light fixture in the northeast corner that is code compliant; and the applicant <br />will work with Mr. Malone to address additional landscaping along the northern property <br />line to adequately buffer the residential neighbor. The motion was seconded by <br />Councilman Mahoney and passed unanimously. CMS10-18 Nissan of North Olmsted <br />approved. <br />• CMS 10-21 McDonald's; 27322 Lorain Road -This proposal consists of <br />building/site improvements and a new sign package. The building changes <br />consist of updating the building consistent with McDonald's new branding image <br />6 <br /> <br />
