Council Minutes of 08-17-2010
~.
• Director Copfer reviewed the presentation that was given to Moody's last month.
This is available in the Finance Dept. Moody's was very impressed with the
actions Council and the Administration took towards the end of 2008 with
legislation reducing wages and cutting expenses to balance the budget to prevent
more layoffs. Thank you to all of the employees of the City of North Olmsted for
their sacrifice to accomplish this feat. The meeting adjourned at 7:53 PM. A
recording of the meeting is available in the Clerk's office for a fee.
Councilman Barker took a moment of personal privilege to thank the Charter Review
Commission for their hard work this year on reviewing the Charter. He attended a few
meetings and was impressed by the work that was involved. Every facet of the Charter
was reviewed. They asked all branches of Government for input and they debated and
came up with various suggestions in changing some areas of the Charter which are being
voted on tonight. Council recommended approval for all of the Charter amendments in a
previous Committee of the Whole meeting. He hopes that this body approves all these
Ordinances tonight so that they will appear on the ballot in November. The Charter
Review commission did their job. Now let Council do their job and send them to the
voters, no matter what the feelings are about them personally.
Councilwoman Jones, Chairwoman of the BZD Committee:
The BZD Committee met on Monday, August 9, 2010 at 8:15 p.m. Present were
Committee members Jones, Mahoney and Barker; Council members Kearney, Orlowski
and Williamson; President Limpert; and Director of Planning Wenger.
• CMS 10-03: Clearwire; 3000 Clague Road (Clague Park) - This proposal consists
of extending the existing AT&T telecommunications tower at Clague Park by 10
feet and collocating Clearwire's antennae on the tower. The proposed antennae
are considered a permitted accessory use in the City's Zoning Code. The Code
reads, the antennae shall be a permitted accessory use on an existing tower
provided that all electronic and relay equipment for the antenna or antenna array
shall be housed within the existing equipment shelter or as such shelter may be
expanded. The equipment shelter area in this case was expanded and improved
with fencing and landscaping in 2006 with the collocation of T-Mobile.
Councilwoman Jones made a motion to approve the proposal for CMS-03 Clearwire 3000
Clague Road (Clague Park) provided an applicant obtain and provide to the Law Dept. a
clean report from a structural engineer in connection to the viability of the 10-foot
extension proposed as well as a clean report in relation to a visual inspection as to the
condition of the existing tower with no qualifications. The motion was seconded by
Councilman Barker and passed unanimously. CMS-03 Clearwire approved.
5
