Council Minutes of 08-17-2010 <br /> <br />"scrubbing" the hard drives so that private information is protected. Legislation <br />may be coming out to amend the lease agreements to place proper protections on <br />the copy machines. <br />• The Law Dept. bids farewell to their two law clerks -Lindsey Wilber, who has <br />been with the department for two years and Jeannette DeGuire, a summer intern. <br />The Law Dept. will hire two law clerks as replacements to finish any pending <br />work. <br />Director of Finance Copfer: <br />• The Auditor of State officially released the audit report for 2009 today. It is <br />available on the Auditor of State's website and North Olmsted's website. <br />• The July monthly financial statements summary and detail were E-mailed today <br />to Council. The Bond sale transaction will not appear until August. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met on Monday, August 9, 2010 at 7:00 p.m. Present were <br />Committee members Barker, Jones and Kearney; Council members Mahoney, Orlowski <br />and Williamson; President Limpert; Mayor Kennedy; Director of Law Gareau; and <br />Director of Finance Copfer. <br />• Discussed was Ordinance 2010-94 an Ordinance to make and transfer <br />appropriations for current expenses and other expenditures of the City of North <br />Olmsted for the year ending December 31, 2010. In completing the first six <br />months of the 2010 city budget, there are numerous transfers in and out of many <br />departments which are reflected in this Ordinance. Transfers were due to <br />omissions in the original budget such as vacation buy back and longevity, and the <br />passage of Issue 34 in May 2010 (department reorganization). The worksheet for <br />Ordinance 2010-94 is available in the Clerk's office and reflects these transfers. <br />Councilman Barker made a motion to recommend approval of 2010-94. The <br />motion was seconded by Councilwoman Jones, and the committee voted 2-0 for <br />approval. <br />• The Mayor had sent out a list to Council and Directors looking for suggestions on <br />what the savings from Issue 34 could be used for. Some of the projects include <br />recreation center lockers, digital display board at Lorain and Dover Center, <br />Industrial Parkway street repair, Springvale parking lot improvements, brush pick <br />up, Senior Center trellis, and top soil for Springvale. Revenues and expenses over <br />the first half of 2010 were discussed. This is also available in the Clerk's office. <br />Overall, Director Copfer is cautiously optimistic that the budget is on track. <br />Councilman Barker commented that even if revenues pick up the city should be <br />very cautious the rest of this year. The possibility of raising salaries or hiring <br />more people this year should be given serious consideration before doing so. <br />4 <br />
