Council Minutes of 08-17-2010 <br />~_ <br />• Speed bumps have been installed in North Olmsted Park on the access road <br />connecting East and West Park. <br />• Last week, a meeting was held at City Hall with Dr. Cheryl Dubsky and Mr. Rob <br />Matson to prepare for the beginning of school and the challenges that will be <br />faced with reduced school buses. The Police Department will provide as much <br />extra patrol and traffic control as possible during the morning arrival and <br />afternoon dismissal times. Additionally, the school representatives were advised <br />of the significance of a timely decision on winter sports and pay to participate. <br />Currently, the Recreation Center is reserving the time that would normally be <br />allotted to the hockey and swim teams. If winter sports are to be cancelled, the <br />City needs to actively pursue other organizations to rent the time NOHS would <br />normally utilize. The need for the school to honor the reciprocal arrangement of <br />permitting the City to use school gymnasiums for basketball and volleyball <br />leagues was also conveyed. Their Board will be meeting this week to discuss this <br />topic, and Dr. Dubsky will relay this information to the Board. <br />• In the last Transfer Ordinance, there are several projects specifically designated as <br />Issue 34. These are projects that are financially possible due to the recent Charter <br />change. Council received the Administration's initial list of proposed projects <br />and recently received a revised list of what will be completed this year. <br />Director of Law Gareau: <br />• The Law Dept. has been working on several pieces of legislation, some of which <br />are before Council tonight: legislation regarding business regulation for internet <br />gaming activity, zoning restrictions for the same activity. The city has received at <br />least eleven inquiries at this point to open internet cafes. As a result of the <br />Moratorium, there has been no activity in that area. Other legislation before <br />Council this evening is the legislation concerning animal breeding as a nuisance <br />activity in residentially zoned districts and signage regulations on city-owned <br />property. <br />• He requested an amendment from Council on 2010-92, the legislation concerning <br />the referral from the Charter Review Commission as it concerns the classified <br />service of the City of North Olmsted. It is back on second reading with the <br />amendment. <br />• The Law Dept. and Building Dept. appeared before the Ohio Board of Building <br />Appeals on August 5, 2010 in relation to an appeal by the Surf Shop. The Board <br />made it clear that after evidence was taken, they would like to see the City of <br />North Olmsted work out a resolution with the Surf Shop. Evidence was taken and <br />the matter remains pending, and it is set for a further determination next month. <br />• There are two property maintenance cases with sentences imposed. One of them <br />is 30399 Lorain, and had a $5,200 fine. There are ten property maintenance cases <br />pending in Rocky River Municipal Court. Two were recently referred for <br />prosecution. <br />• An issue that has been recently brought up is what stays on the hard drive of a <br />copy machine. He made contact with the city's leasing agent for options on <br />3 <br />
