Council Minutes of 08-03-2010 <br />The Finance Committee met on Tuesday, August 3, 2010 at 7:15 p.m. Present were <br />Committee members Barker, Jones and Kearney; Council members Brossard, Mahoney, <br />Orlowski and Williamson; President Limpert; Mayor Kennedy; Director of Safety and <br />Service Ritenauer; Director of Finance Copfer; and Director of Planning and <br />Development Wenger. <br />• Resolution 2010-80 a Resolution adopting the alternative tax budget of the City of <br />North Olmsted for the fiscal year beginning January 1, 2011, and submitting the <br />same to the County Auditor, and declaring an emergency. This is a yearly report <br />that is required by the County. The report, which will be included with the <br />Resolution, has four schedules: levy information, Statement of Activity <br />(Estimated Resources), Unvoted General Fund Obligations and Voted Debt which <br />is the Library and Fire Station No. 2. Councilman Barker to recommend approval <br />of Resolution 2010-80 with suspension. The motion was seconded by <br />Councilwoman Jones and the vote was 3-0 for approval. The meeting adjourned <br />at 7:22 PM. <br />Councilwoman Jones made a motion to amend Ordinance 2010-85 to strike first Tuesday <br />after the first Monday and insert second Tuesday. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance 2010-85 amended. <br />AUDIENCE PARTICIPATION <br />Terry Groden, 25211 Chase Drive asked if there is anyone that did not receive a copy of <br />Resolution 10-54 from the school district. He had asked at a previous Council meeting <br />for the Council to consider a Resolution asking lawmakers to stop enforcing unfunded <br />mandates on public school districts. He realized afterwards that it would be hard to <br />discern between himself as a resident and a school board member. He didn't want to give <br />the impression he was speaking that evening on behalf of the school board as a whole. <br />The North Olmsted School Board has spoken now in the form of Resolution 10-54, <br />which was passed unanimously on June 28, 2010. This Resolution opposes mandates <br />that adversely affect the North Olmsted School District's finances in any way and/or <br />prevent the school district from providing the best overall educational experience for its <br />students as it sees fit. He asked again for the City's support of Resolution 10-54. This is <br />an opportunity for the City and school district to work together. <br />LEGISLATION <br />Resolution 2010-80 introduced by Mayor Kennedy was given its second reading. A <br />Resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2011, and submitting the same to the County Auditor, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilwoman Jones and passed <br />unanimously. Councilman Barker moved for adoption.
