The motion to recommend <br />approval of 2010-69, 2010-71 and 2010-73 was seconded by Councilwoman <br />Jones. The motion to recommend approval of 2010-70 and 2010-72 was <br />seconded by Councilman Kearney. The committee voted 3-0 to approve all <br />Ordinances. The meeting adjourned at 7:20 p.m. <br />Councilwoman Jones, Chairwoman of the BZD Committee: <br />The BZD Committee met on Tuesday, June 15, 2010 at 7:00 p.m. Present were <br />Committee members Jones and Barker; President Limpert; Council members Brossard, <br />Kearney, Orlowski and Williamson. <br />• CMS10-13 Clearwire -This proposal consists of a wireless antenna installation <br />on the rooftop of the Westbury Apartment Building. Because there are already <br />more than three installations on the roof, this proposal is considered to be a <br />conditional accessory use. The new installation will be located along the western <br />corner of the roof and match the type of installations that have been previously <br />approved. Additionally, the applicant proposes to remove eight antenna and <br />microwave dishes that are not functioning or are in disrepair. Screening was not <br />provided as the existing installations were not screened, and the applicant does <br />not feel it will have a visual impact at ground level. The Planning Commission <br />and City Council felt the removal of the obsolete antenna would be a visual <br />improvement to the site. Councilwoman Jones made a motion to recommend <br />approval of a conditional accessory use for CMS10-13 Clearwire. The motion <br />was seconded by Councilman Barker and it passed 2-0. <br />Councilwoman Jones made a motion to approve CMS10-13 Clearwire located at 25151 <br />Brookpark Road; the conditional accessory use of a wireless antenna installation. The <br />motion was seconded by Councilman Barker and passed unanimously. CMS10-13 <br />Clearwire approved. <br />• CMS10-14 Welcome House -This proposal consists of a request for a conditional <br />use permit for an adult day habilitation center to be located in an existing building <br />in the Water Tower Square Plaza. No exterior changes to the building or site are <br />being proposed. There is no development plan review or approval required. <br />Types of conditional uses are outlined in Section 1135.01(c) of the one and two- <br />family residential district, which are also considered conditional uses in the <br />general business retail district. This proposal would fall under the welfare <br />category. Chapter 1118 outlines the general criteria and standards for review. <br />They include physical and operational compatibility consistent with design <br />standards and development regulations that will not impede the normal and <br />orderly development of surrounding property for uses permitted in the district, <br />traffic circulation, adequate public facilities and adequate screening. It was the <br />City Planner's opinion that the proposal met all of Chapter 1118 general criteria <br />and standards. All activities of the facility will be carried on in the inside of the <br />building. There will be no more activity in and around the site than in any other <br />5 <br />
